MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 11, 1986 <br />#1042 MAXWELL CONTINUED <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Adams, to adopt the resolution as drafted <br />approving the variance and conditional use permit. <br />Motion, Ayes 2, Nays 2. <br />Mr. Ebert stated that they have complied with the <br />Planning Commission's directive as to the best way to <br />handle the problem and felt that they were being treated <br />unfairly by Councilmember (former Planning Commission <br />member) Callahan's double negative vote. <br />Due to the split vote, it was moved by Mayor Butler, <br />seconded by Councilmember Callahan, to forward the <br />application to the September 8th Council meeting for <br />consideration. Motion, Ayes 4, Nays 0. <br />#1044 VICKI RIZZOLO /JAMES ERICKSON <br />115 LUCE LINE RIDGE <br />CONDITIONAL USE PERMIT <br />RESOLUTION #2030 <br />Vicki Rizzolo and James Erickson were present for this <br />matter. <br />Mayor Butler explained the request for a mother -in -law <br />guest apartment located within the principal residence <br />now under construction. Planning Commission recommended <br />approval of the temporary guest house for this owner <br />only and to leave the doorway from the garage- basement <br />stairway as proposed for access. <br />Councilmember Callahan stated that he felt the guest <br />apartment /mother -in -law apartment use should be studied <br />by staff before approval of any more such applications <br />because there are no set standards. <br />Mayor Butler stated that she agreed with Councilmember <br />Callahan and staff's recommendation to develop separate <br />standards for guest apartments, but felt this <br />application should not be held up. <br />Zoning Administrator Mabusth explained the Planning <br />Commission's recommendation to allow the doorway from <br />the garage- basement stairway to remain (although this <br />is inconsistent with past Council approval on other <br />applications) because they felt that in this case, it <br />was a useless regulation to force the guest - dweller to <br />enter through the utility room and basement. <br />It was moved by Mayor Butler, seconded by Councilmember <br />Adams, to adopt Resolution #2030 as presented approving <br />the variance and conditional use permit.
