MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 19,2016 <br /> 6:30 o'clock p.m. <br /> Leskinen stated given the quantity of earth that is being removed, it is reasonable to require the sweeping <br /> and the additional security. Primarily will be a one-week operation for the earth moving. <br /> Schoenzeit stated there will be a different impact if the traffic is onto a main public road rather than on a <br /> side street. <br /> Landgraver moved,Thiesse seconded,to recommend approval of Application No. 16-3803 <br /> Stonewood,LLC, on behalf of Tashitaa Tufaa, 1830 Shoreline Road, granting of lot area,lot width, <br /> lot size, and side street setback variances; granting of a conditional use permit; and to recommend <br /> denial of the fence height variance with the recommendation that the fence be redesigned; and with <br /> approval subject to Staff recommendations. VOTE: Ayes 6,Nays 0. <br /> 10. #15-3759 CITY OF ORONO TEXT AMENDMENT REGARDING VACATION <br /> RENTALS,9:38 P.M.—9:50 P.M. <br /> Barnhart noted the Planning Commission originally discussed this item last fall where the Planning <br /> Commission tabled it for further review. <br /> A work session is planned for February 3 to discuss this text amendment in further detail. Property <br /> owners who own vacation rentals specifically have been invited to the workshop and Staff is hopeful they <br /> will provide some input into the issue. Eight to 12 property owners have been identified by Staff. <br /> The idea of the work session is to receive that input and then have the Planning Commission discuss the <br /> issues related to the rental issue. <br /> Two draft ordinances have been included in the Planning Commission's packet. One is a prohibition of <br /> short-term rentals of less than 30 days and another was a draft ordinance regulating those based on <br /> business licensing. Staff is looking for any issues the Planning Commission might want addressed prior <br /> to the workshop. <br /> Chair Leskinen opened the public hearing at 9:43 p.m. <br /> There were no public comments regarding this application. <br /> Chair Leskinen closed the public hearing at 9:43 p.m. <br /> Schoenzeit asked if Staff has done any research into the number of complaints received in the last few <br /> years. <br /> Barnhart indicated he can look into that more but typically the complaint would be related to noise or <br /> parking and not necessarily related to short-term rentals. Barnhart stated the City did receive a complaint <br /> on two separate properties with the caller suggesting that the people were operating a vacation rental. In <br /> both of those situations they were not vacation rentals. <br /> Barnhart stated nationally there is a growing trend to regulate short-term vacation rentals and that in <br /> Staff's view it should be discussed since Orono's ordinances do not currently regulate vacation rentals. <br /> Barnhart stated the easiest solution is to prohibit it but that is not always the easiest to enforce. Staff has <br /> heard from the people who are affected by the rentals but not he actual property owners themselves. <br /> Page 26 of 30 <br />
