MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 19,2016 <br /> 6:30 dclock p.m. <br /> careful consideration should be given to protecting the existing mature trees on the property as well as <br /> installing additional landscaping in the lake yard to obscure the contrived swale to be created. This <br /> installed landscaping should not further block views of the lake from adjacent properties. <br /> Comments from some of the neighbors were received this weekend and have been provided to the <br /> Planning Commission. There are also some neighbors in the audience tonight who may wish to discuss <br /> the application. <br /> Planning Staff recommends approval of lot area, lot width and street setback variances as requested in <br /> conjunction with the proposed plan. Noting the absence of identifiable practice difficulties inherent to the <br /> property to support a variance, Staff recommends denial of the variance to permit construction of fencing <br /> exceeding 42 inches in height. <br /> Staff also recommends approval of the conditional use permit subject to the following conditions: <br /> 1. A haul route shall be submitted to the City Engineer for approval and inspection prior to <br /> commencement of hauling from the site. The property owner shall be responsible for repair to <br /> roadways for any adverse impacts; <br /> 2. Submittal of a detailed landscape plan which accomplishes the direction of the Planning <br /> Commission and City Council; <br /> 3. Upon completion of the project, an as-built survey shall be submitted reflecting conformance with <br /> the approved plan. The site will be evaluated from an erosion and sediment control risk <br /> perspective prior to release of escrow funds; <br /> 4. Existing trees should be protected from grading and trucking through snow fence or similar <br /> measures. <br /> The applicant and property owner shall also comply with the recommendations of the City Engineer and <br /> the requirements of the other involved regulatory agencies. A preconstruction meeting involving all <br /> relevant parties shall be held following the issuance of the building permit at least seven days prior to <br /> permit commencement of any grading wark, following any approvals granted by the City Council. <br /> Landgraver asked if the Planning Commission is not to consider the second driveway issue. <br /> Curtis indicated that is correct. <br /> Leskinen asked if the grading is to improve the view. <br /> Curtis stated the applicant should address that but that in Staffls view that is what it appears to <br /> accomplish. Curtis stated adjacent to the home on the left side, there is a little bit of a build-up and the <br /> applicant has provided some overheads illustrating the elevations. Curtis stated the excavation will not be <br /> visible except from Shadywood. <br /> Sven Gustafson, Stonewood, LLC, stated as it regards the conditional use permit, they would be removing <br /> the earth in order to create a larger walkout on the property.
