The PRD design grovides the opportunity to achieve medium <br /> density residential density for tlae property while preserving the non-buildable wetland and <br /> buffer areas as natural open space. <br /> 3. Availability of Infrastructure to Serve the Developznent <br /> The site has access to public sanitary sewer and watermain offsite to the northeast in the <br /> intersection OId Crystal Bay Road and �ayzata Boulevard. The project will provide the <br /> opportunity to extend public sanitary sewer and water to the western limits af the site with two <br /> future options �or connection. <br /> 4. Adequate Buffer or Transition Between Incompatible Districts <br /> The existi.ng adjacent zoning districts are compatible with the rezoning request. <br /> Primary Plan Features <br /> It is the applicant's intent to create a single family residential development that will be enhanced by the <br /> preservation of onsite wetlands as open space and proximity ta the lacal schools. The development <br /> plan lot sizes are consistent with recently constructed subdivisions within the Twins Cities area.and is <br /> considerate of market d.emands. <br /> The following is a brief summary o£key project elements currently proposed: <br /> � Consbruction of 39 new single family hoxnes with provision of two different home/lot sizes. <br /> • Extension of public sanitary sewer, watermain, and sidewalks through #11e development to <br /> property to the west and with connection to the Wayzata Blvd/OId Crystal Bay Road signalized <br /> intersection and crosswalks. <br /> • Permanent preservation of wetland buffer in accordance with the City and Watershed <br /> regulations. Addi�ional buffer beyond requirement has also proposed. <br /> • Tnstallation of stormwater management facilities to provide volume control, water quality and <br /> rate control in accordance with City and Watershed regulations. <br /> • Installation of enhanced development lan.dscaping and berming along the site gerimeter to <br /> provide screening for the development from tlze adjacent roadways anc}to mitigate tree loss. <br /> � Preservation of the lazge onsite wetland as natural open space. <br /> Site Access and Pedestrian Circulation <br /> The project propases to construct an interior road system that connects at twa locations to Oid Crystal <br /> Bay Road.
