Agenda Item 1 <br /> j MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,November 15, 2015 <br /> 6:30 o'clock p.m. <br /> ROLL CALL <br /> The Orono Planning Commission met on the above-mentioned date with the following members present: <br /> Chair Denise Leskinen, Commissioners Kevin Landgraver, Christopher McGrann, Loren Schoenzeit, and <br /> John Thiesse. Representing Staff were Community Development Director Jeremy Barnhart, Senior <br /> Planner Michael Gaffron, City Planner Melanie Curtis, and Recorder Jackie Young. Mayor Lili <br /> McMillan was present. Commissioner Jon Schwingler arrived at 6:40 p.m. <br /> Chair Leskinen opened the meeting at 6:30 p.m., followed by the Pledge of Allegiance. <br /> CONSENT AGENDA <br /> *1. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF OCTOBER 19, <br /> 2015 <br /> McGrann moved,Landgraver seconded,to approve the minutes of the Orono Planning <br /> Commission meeting of October 19, 2015, as submitted. VOTE: Ayes 5,Nays 0. <br /> OLD BUSINESS <br /> 2. 15-3769 CHRIS LAPPEN AND KALLYN BIALOWAS,3409 EAST LAKE STREET, <br /> VARIANCES,6:32 P.M.—6:56 P.M. <br /> Chris Lappen and Kallyn Bialowas, Applicants, were present. <br /> Gaffron stated the applicants are requesting variances for average lakeshore setbacks, lake setback, side <br /> yard setback, and hardcover in arder to construct a detached garage. The Planning Commission tabled <br /> this application at its October meeting in order for the applicants to consider revising their plans. Revised <br /> plans have been submitted for consideration. <br /> The revisions include: <br /> 1. A reduced roof pitch from 6:12 to 4:12 to reduce peak height; <br /> 2. A revision to a hip roof rather than a gabled roof; <br /> 3. A reduced proposed footprint to 20' x 20', eliminating lot coverage variance and allowing for a <br /> side setback of six feet rather than five feet. <br /> The detached garage as revised will result in 48.9 percent hardcover where 61 percent exists and 25 <br /> percent is permitted. There will be 1,485 feet of structure where 1,500 square feet is permitted and 1,085 <br /> square feet currently exists. The proposed garage will be constructed six feet from the side lot line where <br /> a ]0-foot setback is normally required and 19.5' from the ordinary high water level where a 75-foot <br /> setback is required. The garage is also proposed to be located ahead of the average lakeshare setback. <br /> Gaffron noted the property has an excessive amount of hardcover. The majority of the hardcover on the <br /> site is or will be within 75 feet of the lake. The hardcover proposed to be removed includes paver bricks, <br /> concrete borders, the old concrete garage slab, and portions of the driveway. <br /> Page 1 of 29 <br />
