MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, April 18, 2016 <br /> 6:30 dclock p.m. <br /> Schoenzeit stated at$600,000, the property owner is going to want a larger house,which likely will result <br /> in the house going up. Without a basement, they will lose 1,500 square feet as well as the utility room. <br /> Campion stated given the topography, the homes on the south side will need to be walkouts. Campion <br /> noted there is also 37 feet of grade change between the high point and the wetland along Wayzata <br /> Boulevard. Campion stated that grade change is necessitating the low side be full basements with <br /> walkouts. <br /> Schoenzeit stated there is some flexibility with the high density,but that everyone should know that these <br /> will be three-story structures and not a basement with two stories since that lower level will be more <br /> exposed. <br /> Leskinen asked whether the Planning Commission is comfortable with that regardless if they call it three- <br /> story or a walkout with two stories about it. <br /> Thiesse indicated he is in this case. <br /> Schoenzeit repeated it is a three-story building and that it should be known that the City is allowing three <br /> stories in this development. <br /> Landgraver stated he is having a hard time with it since it will be so visible to anyone driving by and that <br /> the City has not allowed other three stories elsewhere in the City. <br /> Schoenzeit stated this is a special development and this is a feature that is part of the development. <br /> Schoenzeit stated without that feature, they will not be worth the$600,000. <br /> Gaffron noted the majority of the homes in Stone Bay that are along Kelly Parkway probably do not meet <br /> the standards for a basement being a basement but yet they were approved. Gaffron stated it is not <br /> precedent setting and is one of the factors that makes it possible to do the higher density. <br /> Thiesse stated he wants it known that the Planning Commission was aware of that. <br /> Leskinen stated that is also the only way the configuration of the development works and that the higher <br /> density is dictating it. <br /> Gaffron stated the separation from the freeway would also support it. <br /> Campion indicated the separation is 800 to 900 feet. <br /> Landgraver stated he is opposed to it and that in his view it could be precedent setting. <br /> Leskinen noted it would not be precedent setting since a very similar situation exists in Stone Bay. <br /> Leskinen asked if the Planning Commission has any other issues or concerns with the development. <br /> Landgraver stated in his view having a trail would help keep people off of Wayzata Boulevard and that he <br /> would be in favor of it as well as the private park. Landgraver stated people are not going to walk their <br /> dogs on Wayzata Boulevard and that there should be a trail or sidewalk system in this area. <br /> Page 23 of 32 <br />
