MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 18,2016 <br /> 6:30 o'clock p.m. <br /> Roll Call <br /> The Orono Planning Commission met on the above-mentioned date with the following members present: <br /> Chair Denise Leskinen, Commissioners Kevin Landgraver, Bruce Lemke, Laren Schoenzeit, and John <br /> Thiesse. Representing Staff were Community Development Director Jeremy Barnhart, Senior Planner <br /> Michael Gaffron, City Planner Melanie Curtis, and Recorder Jackie Young. Council Member Lizz <br /> Levang was present. <br /> Chair Leskinen opened the meeting at 6:30 p.m., followed by the Pledge of Allegiance. <br /> CONSENT AGENDA <br /> *1. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF <br /> MARCH 21,2016 <br /> Lemke moved, Thiesse seconded,to approve the minutes of the Orono Planning Commission <br /> meeting of March 14, 2016, as submitted. VOTE: Ayes 5,Nays 0. <br /> NEW BUSINESS <br /> 2. #16-3818 SALA ARCHITECTS ON BEHALF OF CHRIS AND LESLIE NEUGENT, 710 <br /> BIG ISLAND, VARIANCES, 6:31 P.M.—6:44 P.M. <br /> Dale Mulfinger, SALA Architects, and Chris Neugent, Applicant, were present. <br /> Curtis stated the property owners purchased the property last year and would like to make modifications <br /> to the cabin in order to better meet their family's needs. The changes include expansion of the footprint <br /> on the main level to accommodate a main floor bedroom on the west side of the cabin and a screen porch <br /> addition on the north side of the cabin. The applicants would also like to construct a detached garage <br /> structure on the east side of the lot. <br /> The screen porch is proposed to extend approximately five feet lakeward of the 75-foot setback line to <br /> utilize the existing two 3' x 3' stone foundation footing blocks remaining from the original cabin. This <br /> results in an additional 180 feet of hardcover within the 75-foot setback area. The addition on the west <br /> side will not extend beyond the existing covered porch on the cabin and is set back from the 75-foot <br /> setback. The proposed 25' x 35' storage garage is situated 76 feet from the OHWL. All of the projects <br /> are located lackward of the average lakeshore setback line and variances are necessary. <br /> Curtis noted revised hardcover calculations have been submitted and have been distributed to the <br /> Planning Commission. <br /> The property is situated on the northwestern most point on the western portion of Big Island and the <br /> entire is lakeward of the average lakeshore setback line resulting in no legal buildable area. The existing <br /> cabin was reconstructed on top of the existing building footprint. The cabin sits as close as 76 feet to the <br /> ordinary OHWL. The applicants are proposing an enclosed screen porch to extend into the 75-foot <br /> setback. The porch addition results in an increase of 183 square feet of hardcover within the 0 -75 <br /> setback area. <br /> Page 1 of 32 <br />
