MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,February 16,2016 <br /> 6:30 dclock p.m. <br /> Gaffron stated if people want to use the trail system, the question is how they will get there. <br /> Thiesse noted there is a bike path or a widened shoulder on the west side as well. <br /> Leskinen stated crossing at the lighted intersection is the best way to go. <br /> Gaffron asked how the units differ on the 45-foot lots from the 65-foot lots. <br /> Gonyea stated the idea was to try to add a little more density and a little more variation. The units on the <br /> 45-foot lots will have a 5-foot setback rather than ten and five. <br /> Peterson stated those units would have main level living with a basement,two-car garage front load with <br /> a tandem deep. The house will be 35 feet wide and 75 feet deep. Peterson indicated typically there are <br /> two bedrooms on the main level with a study and that the product will be marketed to people looking to <br /> downsize and stay in the area. <br /> Leskinen asked if the Planning Commission is in favor of the Comprehensive Plan Amendment. <br /> Thiesse stated he would recommend that the Comprehensive Plan be amended with strong language that <br /> the City get in line with the Metropolitan Council's density requirements. Thiesse stated he is not sure a <br /> solution exists and that it likely will get kicked down the road again. Thiesse stated the next development <br /> could be two to three times denser than what is being proposed but that he is not sure how those will get <br /> approved. <br /> McGrann and Leskinen indicated they are in agreement with the Comprehensive Plan Amendment. <br /> Leskinen stated the City cannot do anything if someone does not propose developing it at a higher <br /> density. <br /> Thiesse moved,Lemke seconded,Application No. 16-3807,Estate Development Group,to <br /> recommend approval of the Comprehensive Plan Amendment from seven to ten units per acre to <br /> something greater than three units per acre. VOTE: Ayes 6,Nays 0. <br /> Leskinen stated as it relates to the rezoning to RPUD,the rationale is laid out well in Staff's report and <br /> makes sense for this particular property. Leskinen stated the RPUD does provide some flexibility and <br /> keeps the development from looking like a cookie-cutter development. <br /> Lemke moved,McGrann seconded,Application No. 16-3807, Estate Development Group,to <br /> recommend rezoning of the property to RPUD. VOTE: Ayes 6,Nays 0. <br /> Leskinen asked if the Planning Commission is comfortable with the conditions recommended by Staff as <br /> it relates to the preliminary plat. <br /> Schoenzeit stated he would encourage the developer to keep equal setbacks. <br /> Gonyea stated the only caveat may be where there is a wider easement. <br /> Gaffron stated the sewer will likely be worked out prior to final plat approval. <br /> Page 20 of 30 <br />
