MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD APRIL 14, 1986 <br />YEAR XII URBAN AENNFPIN COUNTY continued <br />It was moved by Mayor Butler, seconded by Councilmember <br />Frahm, to approve the application for request of <br />Community Development Block Grant Funds for Year XII as <br />outlined. Motion, Ayes 4, Nays 0. <br />CONSENT AGENDA* <br />OATH OF OFFICE <br />Upon Attorney Radio's presence, he was asked to provide <br />the Crystal Bay residents with answers regarding the <br />formula for dispersal of $70,000 for certain sewer <br />assessment charges. <br />Attorney Radio stated that the $70,000 in question is <br />monies from previous years CDBG funds and also <br />discretionary funds provided from the County Board to <br />pay off qualifying sewer assessments. <br />Acting City Administrator Gerhardson advised the <br />residents present for this matter to come to his office <br />during office hours for clarification of these funds and <br />the procedure for disbursement. <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Hammerel, to approve the Consent Agenda* <br />subject to removal of item 18 (Special Events Summary <br />Ordinance) upon staff's request. Motion, Ayes 4, Nays <br />0. <br />Chief of Police Kilbo introduced Mr. Larry Tomcheck. <br />Acting City Administrator Gerhardson administered the <br />Oath of Office to Larry Tomcheck appointing him a Police <br />Officer for the City of Orono. <br />NOTE: COUNCILMEMBER ADAMS ARRIVED AT THIS TIME. <br />COMMENDATION - ROSEMARY ROSEDAHL <br />RESOLUTION #1976 <br />Chief of Police Kilbo introduced Rosemary Rosedahl who <br />assisted police in the apprehension of the suspect <br />involved in the armed robbery at Snyders Drug Store in <br />Long Lake committed on February 23, 1986. He noted that <br />Ms. Rosedahl provided police with a description of the <br />suspect and on February 24, 1986, when the suspect <br />telephoned her, she engaged him in a telephone <br />conversation for approximately one and a half hours <br />during which time Northwestern Bell Security had ample <br />time to trace the telephone call thereby enabling the <br />coordination of law enforcement personnel from Hennepin <br />County, Orono Police, Ramsey County Sheriff's Department <br />and New Brighton Police to apprehend the suspect. <br />2 <br />
