Additionally, as gates are <br /> proposed they must meet the requirement of a 40 foot setback from the paved roadway <br /> for stacking purposes on a County road. <br /> Hardcover Calculations: <br /> The hardcover calculations submitted were not prepared by the surveyor and reflect an <br /> increase in the area within each zone. Square footage within the 0-75' zone previously <br /> reported was 33,320 s.f.. The recent submission shows 33,920 s.f. in this zone. Further <br /> within the 75'-250' zone the previous reported square footage was 13,390 s.f. and the <br /> recent submission shows 13,980 s.f.. These numbers change the percentage amounts <br /> and staff would recommend focusing on the actual square footage of hardcover as <br /> opposed to the percentage. <br /> Hardcover Previously Approved Hardcover Currently Proposed <br /> Zone (Resol. 5681) Hardcover <br /> 0— 75 221 s.f.* . 106 s.f. <br /> (0.7%) (0.3%) <br /> 75 —250 6,921 s.f.* 7,083 s.f. <br /> (51.7%) (50.6%) <br /> *After exclusion of fabric or plastic-lined landscape beds <br /> ------------------------------------------------------------------------------------ <br /> Hardcover Variance <br /> In 2007, the applicants went through a variance process in order to construct a new <br /> home on the 1.07 acre property. At that time entrance monuments were not considered <br /> part of the approved plan nor were they accounted for in the hardcover calculations. <br /> The submitted hardcover calculation worksheets do not match the approved hardcover <br /> calculation worksheets submitted with the variance and building permit for the <br /> applicants' new home. This results in hardcover percentages that appear to conform, <br /> however when comparing the actual square footage of hardcover approved and <br /> proposed the applicants are 162 s.f. over approved levels within the 75'-250' zone. <br /> Street Setback Variance <br /> The applicants are proposing to construct entrance monuments with a gate as close as <br /> 21 feet to the paved roadway where 40 feet is required on a County road. <br /> Hardship Statement <br /> Applicant has completed the Hardship Documentation Form attached as Exhibit B, and <br /> should be asked for additional testimony regarding the application. <br /> Hardship Analysis <br /> In considering applications for variance, fhe Planning Commission shal/ consider <br /> the effect of the proposed variance upon the health, safety and welfare of the <br /> community, existing and anticipated traffic conditions, lighf and air, danger of fire, <br /> risk to the public safety, and the effect on values of property in the surrounding <br /> area.
