ORONO CITY COUNCIL MEETING <br />MINUTES FOR DECEMBER 13, 1999 <br />• ( * #19) APPOINTMENT OF FULL-TIME POLICE OFFICERS <br />Peterson moved, Kelley seconded, to approve appointment of Jeff Johnson and Tony <br />Wittke to the full -time police officer positions effective January 1, 2000 at starting pay <br />rate level of $14.41 per hour plus benefits. VOTE: Ayes 5, Nays 0. <br />( * #20) APPOINTMENT OF FULL -TIME COMMUNITY SERVICE OFFICER <br />Peterson moved, Kelley seconded, to approve hiring of Ronald Hendricks as a full -time <br />Community Service Officer at a pay rate of $10.69 per hour with full benefits. VOTE: <br />Ayes 5, Nays 0. <br />( #21) SCHEDULE WORK SESSIONS <br />Moorse said that to continue to move ahead with the update of the Comprehensive Plan, the <br />Council needs to schedule additional work sessions. He suggested 7:30 a.m., January 6th and <br />13th, and 5:00 p.m., January 10th and 24th. <br />Flint said he would not be available on January 13th. <br />Moorse said he will schedule the work sessions for 7:30 a.m., January 6th, and 5:00 p.m., <br />• January 10th and 24th. <br />( #22) REQUEST TO ESTABLISH INSURANCE FUND - RESOLUTION NO. 4406 <br />• <br />Moorse said this is a request to establish an insurance fund that would be used to fund the <br />cost of the City's insurances. This fund will be able to absorb differences in insurance costs. <br />Each year the fund will be reviewed during the budget process. <br />Flint asked if this will use up the surplus for this year. <br />Moorse said no, that the City has been receiving a substantial amount of dividends for the last <br />five or six years that will be transferred to the new fund. This fund will help even out any <br />significant cost increases or decreases from year to year. <br />Peterson moved, Kelley seconded, to adopt Resolution No. 4406 to establish Insurance <br />Fund, an Internal Service Fund, as of January 1, 2000; to authorize operating transfer <br />of $123,900 from the General Fund to the Insurance Fund, and amend the <br />corresponding transfer in or out budget of each fund by a like amount, effective <br />January 1, 2000; and establish the Insurance Fund 2000 budget for expenditures of <br />$135,685, and for revenues of $135,685.
