ORONO CITY COUNCIL MEETING <br />MINUTES FOR NOVEMBER 22, 1999 <br />0 (Park Commission Comments, Continued) <br />Johnson commented in his view Hennepin Parks or the DNR should give Rail America an <br />alternative use for this land, noting that the land will be conveyed to Rail America free and clear <br />if they continue to run the railroad until the year 2008 or 2009. <br />Mayor Jabbour indicated that he will continue to pursue this project. <br />Johnson stated that if there is a serious derailment, in his opinion Rail America will discontinue <br />operating this railroad. <br />LAKE MINNETONKA CONSERVATION DISTRICT - Lili McMillan, Representative <br />McMillan addressed the City Council regarding the situation with Big Island, noting that the <br />LMCD Board has agreed to review the use of safety lanes in this area and the Board should be <br />ready to vote on this issue hopefully in December. McMillan stated in her view this is a good <br />attempt by the LMCD to try to resolve some of the safety issues and problems encountered by <br />the water patrol. <br />McMillan stated that one of the ways to approach this situation is to educate the public once an <br />• ordinance is adopted by the LMCD. McMillan commented in her opinion the residents will <br />appreciate the access. <br />McMillan stated the LMCD is also looking at different ways to raise additional money for <br />safety enforcement as well as reviewing the issue of licensing to increase public awareness as <br />it relates to safety on the lake. <br />Mayor Jabbour commented that the special deputy law is being challenged currently, but that <br />the City of Orono still needs to increase the amount of exposure by the police department on <br />Lake Minnetonka and to find ways in which they can show their support of the police. <br />Jabbour suggested that the LMCD consider sending the fees collected by the LMCD to the <br />sheriffs department to help offset the costs of enforcement on the lake. <br />McMillan stated that the LMCD will also be letting bids for the purchase of a new milfoil <br />harvester. <br />Sansevere inquired what is done with the milfoil once it is harvested. <br />McMillan stated for the most part the milfoil is transported out to the arboratium where it is <br />allowed to dry and basically turns to dust. <br />0 <br />
