ORONO CITY COUNCIL MEETING <br />MINUTES FOR AUGUST 9, 1999 <br />(Public Comments, Continued) <br />Mayor Jabbour stated that the City of Orono is very concerned about the lack of a noise wall in <br />this area and that Mn /DOT has been addressed concerning this issue. Jabbour stated that <br />Mn /DOT uses a formula that requires so many homes exist in the area before any noise wall will be <br />constructed. Jabbour stated that Mn /DOT has been informed that this land will be further <br />developed in the future and that the City is requesting that a noise wall or berm be built in this area <br />to accommodate the existing homes as well as any future homes that may be constructed in this <br />area. Jabbour commented that the grade of the new highway cannot be changed. <br />Moorse stated it will be a few more weeks before the new plans are received for the Highway 12 <br />corridor. <br />Kelley commented that if this grade is going to be lowered, then the excavated dirt could be utilized <br />to build a berm in this area. <br />Mayor Jabbour stated that the City of Orono needs to review the preliminary design and insure that <br />there are proper rights -of -way and ingress and egress along the new corridor. Jabbour remarked <br />that if the rights -of -way are not at a proper width, a berm would not be possible. The preliminary <br />plans are expected to be ready by the end of August, with the City having 120 days to review the <br />plans. Jabbour commented that the City of Orono is concerned about this issue, but at this time do <br />not have a definite answer from Mn/DOT regarding the berm or noise wall. <br />Bob Carlson, Jyland Homes, addressed. the City Council regarding the possibility of utilizing the • <br />Navarre public parking lot to accommodate` visitors who wish to visit a residence listed on the <br />Parade of Homes located at 2933 Westwood Ridge in Minnetonka Beach.- `Carlson stated that they <br />would like to use the parking lot September 11th, 12th, 16th, 19th, 23th, and 26th, as well as <br />October 1st, 2nd, and 3rd, during the hours of 12:00 to 6:00 p.m., on the weekends and 3:00 - 8:00 <br />p.m., during the week. Carlson stated they are planning to utilize a van to transport the visitors <br />from the parking lot to the residence. <br />Gappa stated that there are 90 parking spots available in the parking lot, with approximately 30 <br />cars utilizing it this afternoon at 1:30 p.m. Gappa stated he was not aware of the number of cars <br />who utilized the parking lot on the weekends. <br />Carlson stated they are anticipating 20 to 25 cars during the week at any one time, with 40 to 50 <br />cars on the weekend at any one time. <br />Gappa commented that he is not aware of when the overlay of this parking lot will occur. <br />Moorse stated that in the past when this lot has been utilized for other events he has received <br />complaints from the business owners regarding the lack of available parking for their customers on <br />the weekends. Moorse commented that Carlson's proposal would probably not pose a problem <br />during the week. <br />Mayor Jabbour commented that the City could perhaps designate 25 -parking spots for this event, <br />with some policing of the area to insure that this number is not exceeded. Jabbour inquired <br />whether Carlson has considered the Minnetonka Art Center. <br />Carlson stated they have been contacted but they have not received an answer back as of this S <br />time, noting that 25 parking spots probably will not be adequate on the weekends. <br />Page 2 <br />
