ORONO CITY COUNCIL MEETING <br />MINUTES FOR JULY 26, 1999 <br />PUBLIC COMMENTS <br />None <br />ZONING ADMINISTRATOR'S REPORT <br />( #3) #2308 BROOK PARK REALTY, 3760 SHORELINE DRIVE - LAKE <br />MINNETONKA WOODS - REVIEW TRAIL AND UTILITY ISSUES <br />Gaffron stated that final plat for this development is scheduled for the August 9th City Council <br />meeting, but a few issues need to be clarified before approval. One of the conditions was that <br />a trail be constructed down to County Road 15, which is within the boundaries of a flowage <br />and conservation easement granted to the City in 1982. This trail is required to be paved as <br />part of the resolution, and City Staff is recommending that the easement be revised or <br />extinguished at this location to allow the hardcover associated with this trail. <br />Flint stated in his view it should be a hardcover trail. <br />• <br />The Developer stated that they were unsure whether the City Council intended that this trail <br />be bituminous paving or whether it can be constructed of more natural materials. <br />It was the consensus of the City Council to require bituminous paving of the trail. • <br />Gaffron stated another issue is whether the water main should be looped rather than <br />dead -ended to provide additional capacity for fire protection plus improved water quality. The <br />loop could be a connection to the water main on the south side of County Road 15. <br />City Staff is recommending looping of the water system, which would require acquisition of an <br />additional width of easement between Lots 4 and 5, Block 3. <br />The Developer stated a 20 foot easement currently exists and that the property owner would be <br />willing to grant additional width to the easement. <br />Mayor Jabbour stated the City of Orono needs to have ownership of this easement in the <br />event that the water line needs to be repaired. Jabbour commented that the applicant needs to <br />work with City Staff regarding placement of the water and sewer lines. <br />Moorse inquired if the water main is placed over the sewer line whether that would be more <br />expensive to repair. <br />Tom Kellogg, City Engineer, stated in his view it would be more expensive, noting that this is <br />the first time he has heard this proposal regarding the water and sewer lines. <br />Mayor Jabbour suggested that the developer work with City Staff on this issue, noting that 0 <br />
