ORONO CITY COUNCIL MEETING <br />MINUTES FOR JULY 12,1999 <br />• ( 911) AUTHORIZE DEVELOPMENT OF CONCEPT PLANS FOR NAVARRE <br />PLAYGROUND IMPROVEMENTS AND NAVARRE MUNICIPAL PARKING LOT - <br />Continued <br />Sansevere favors funding the study for the parking lot, but not the study for the park <br />improvements. <br />Peterson asked if staff has met with the neighbors. <br />Gappa said no. He said his department could work with the Parks Commission to develop a <br />plan. <br />Kelley said he wants the neighborhood involved in the planning process. <br />Flint said he doesn't object to having the. neighbors involved, but sometimes their <br />recommendations are not realistic. <br />Jabbour said he is in favor of some funding, but he would like the parks to be biased toward <br />the needs of the neighbors. He also feels that right now more funds should be spent on land <br />acquisition than on park improvements. <br />Jabbour said the Parks Commission should work with the neighbors and develop a concept <br />• that makes the park more accessible and functional. <br />Sansevere said he attended the Parks Commission meeting and that is what they would like to <br />do because they want to be more proactive and have more direction from the Council. <br />Moorse suggested there should be a requirement that the park boundaries remain the same. <br />Jabbour agreed with Moorse. <br />Flint moved, Peterson seconded, to instruct the Parks Commission to work with the <br />neighbors to develop a plan for the Navarre Park that will make it more user friendly, <br />but that it not involve the acquisition of additional land, and make a recommendation <br />to the Council within six weeks. VOTE: Ayes 5, Nays 0. <br />Jabbour asked what the Council members would like to do about the parking lot. He said it <br />doesn't have anything to do with the park. <br />Kelley said the neighbors and business owners located within 500 feet of the parking lot <br />should be involved in developing the parking lot plan and they should be invited to a work <br />session. <br />• The Council established a work session for 6:00 p.m., Thursday, July 22, 1999 to discuss the <br />Navarre parking lot upgrade. <br />Page 19 <br />
