ORONO CITY COUNCIL MEETING <br />MINUTES FOR JUNE 28,1999 <br />( #1- Westonka Area Community Center, Continued) <br />positive about this project. <br />Sansevere indicated he would be willing to join the Westonka Area Community Center. <br />Mayor Jabbour thanked the committee for their fine efforts on their project, noting that financing <br />for this center will need to be looked at in more depth. <br />Flint commented that approximately 7,200 people reside in Orono. <br />Reese stated that they will need to involve a large number of the surrounding communities, which <br />should generate approximately 30,000 to 40,000 people, in order for this center to be viable. <br />Mayor Jabbour thanked the committee for their presentation. <br />( #2) 6:50 p.m. - Award Sale of General Obligation Improvement Bonds, Series 1999 - <br />Resolution No. 4310 <br />Carolyn Drude, Bond Consultant with Ehlers Associates, reviewed the competitive bids received <br />for the sale of bonds in connection with the sanitary sewer projects for Shoreline/Heritage Lane, <br />Orono Orchards, and Edgewood Hills. Drude stated that four bids have been received, with the <br />City being able to obtain a 5.0668 interest rate. Drude noted that the City of Orono has <br />a Aal rating. <br />Mayor Jabbour noted that the City's last bond rate was 4.19 percent. <br />Drude stated that in general interest rates have risen. <br />Kelley moved, Peterson seconded, to approve and adopt RESOLUTION NO. 4310, <br />a Resolution Awarding the Sale of General Obligation Improvement Bonds, Series 1999, <br />in the amount of $1,190,000, for the funding of sanitary sewer projects for Shoreline/ <br />Heritage Lane, Orono Orchards, and Edgewood Hills. VOTE: Ayes 5, Nays 0. <br />( 0) 7:00 p.m. - Public Hearing - Webber Hills Sewer Project <br />A. Order Plans and Specifications for Webber Hills Sanitary Sewer Project - <br />Resolution No. 4311 <br />Gappa stated that the procedure for tonight's hearing will consist of an overview by City Staff <br />regarding the sewer project, followed by questions by City Council and City Staff. The public will <br />then be given an opportunity to ask questions and comment on this project, followed by a vote by <br />the City Council on whether the plans and specifications for this project should be ordered. 00 <br />Page 2 <br />
