ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 12, 1999 <br />( #11) #2471 Independent School District #278 - Continued <br />Jabbour said he can approve the height variance. <br />Lawson said he would like to discuss some issues concerning the middle school. He referred <br />to page 4 of the resolution, the last paragraph, which requires the light fixtures to be located <br />in islands. The school recommends poured cement pillars rather than islands. <br />Jabbour asked if staff objected. There were no objections. <br />McQueen said the maximum grade should be changed to 5% on page 4. <br />Lawson referred to page 5, #5. The floor area should be approximately 118,000 square feet <br />and the building footprint should be approximately 76,000 square feet. <br />Lawson referred to page 5, #6 regarding the lighting. He asked what should be filled in. <br />Jabbour said his impression is that the Council would be satisfied with directional lighting <br />aimed 100% down with no spillage. It would be acceptable, even if the poles are 35' high, to <br />alleviate any potential blockage in the parking lot and to facilitate vehicle movement. He <br />directed staff to draft the appropriate language. <br />• Lawson referred to page 6, paragraph F which requires a Landscape Master Plan to be phased <br />over several years. <br />Pomeroy said this paragraph appears to be an excerpt from the Landscape Architects <br />comments and they would like to know the Council's position. <br />Jabbour suggested changing paragraph F to read that the City, after viewing the final <br />landscaping, may request additional plantings. <br />McQueen said paragraphs C, D, E & F are above and beyond the landscape plan that the <br />school submitted. <br />Lawson referred to page 8, #12. He asked if the 50' is a minimum or maximum distance from <br />the walls of the building. <br />Kellogg said it is a minimum of 50'. <br />Lawson referred to page 8, the legal documents required prior to building permit approval. <br />McQueen said that #17, #18 and #19 would be difficult to determine ahead of time. <br />Gaffron suggested the documents be required prior to issuing a certificate of occupancy rather <br />• than building permit approval. <br />Page 24 <br />
