ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 12,1999 <br />• ( #11) #2471 Independent School District #278 - Continued <br />Gappa said he does not have a problem with the 5% grade. He is satisfied with the applicant's <br />explanation. <br />Sansevere agreed. <br />Flint asked where the trail will run. <br />Pomeroy said that Hennepin Parks will be developing the sidewalk along the east side of Old <br />Crystal Bay Road and the school will T off from the sidewalk in a couple of different spots. <br />Kelley asked if the curbing on the east side of Old Crystal Bay Road will be an urban section <br />or rural section. <br />Pomeroy said they will not touch anything on Old Crystal Bay Road. <br />Kelley asked how much grass there would be between the trail and the curb for the parking <br />lot. <br />Kellogg said there would be 20 to 25 feet. <br />• Lawson questioned the need for an easement for the trail since the Board had approved the <br />trail almost a year ago. <br />Kellogg said staff wanted to make sure it was shown on the plat. <br />Kelley asked how far the trail will be from the end of the shoulder of the road. <br />Kellogg said at least ten feet. <br />Kelley asked how the school will direct the students to cross the road at a designated point. <br />Pomeroy explained the pedestrian traffic at the high school and how the landscaping will be <br />used to influence pedestrian traffic. <br />McQueen said there are two peak times during the day which are the loading and unloading <br />of the building. He does not think pedestrians will voluntarily walk through the drop off lane, <br />through the parking lot, through the ditch and then cross the road. <br />Kelley said he believes there will be a problem outside of school hours when students and <br />parents are crossing back and forth for activities. <br />is Sansevere asked if the gym will be used as a varsity gym. <br />Page 22 <br />
