Amendment initiation may be by direction of City Council, official achon of any City Commission, • <br /> recommendation of the City Administrator,or formal application by any citizen or property owner. <br /> Amendment review shall in all cases be referred to the Planning Commission which body may in <br /> turn request review by any other City Commission and/or City staff. Any amendment`dealirig with <br /> • °• �� � parks, recreation or housing density shall be referred also to the Park Commission for official <br /> • recommendation before action by the Planning Commission. <br /> Public Hearing-no amendment shall be made in the CMP unless or until the Planning Commission <br /> has held a Public Hearing thereon, following posted and published notice of the Hearing in the <br /> � official newspaper at least 10 days prior to the Hearing. <br /> � _ Recommendation - Following the Public Hearing, the Planning Commission shall make a written � <br /> recommendahon to the Council regarding the proposed amendment. <br /> Final Amendment- Upon receipt of the Planning Commission's recommendation, the City Council <br /> may or may not choose to amend the CMP. Any amendment made shall be by Resolution of a <br /> majority (requires 4/5 vote) of the Council members. All amendments shall be forwarded to all <br /> jurisdictions and agencies receiving the original CMP and shall be subject to Metropolitan,Council <br /> review and comment. . <br /> � The timing of this application relative to the current Comp Plan Update process does pose some <br /> � possible delays for the applicant. Comp Plan updates were required to be submitted to adjacent � <br /> ' municipalities for a 6-month review period by"June 30, 2008 and formally submitted to Met <br /> Council by December 31, 2008. Orono's Plan update is still being drafted and the City recently <br /> received an extension to July 31, 2009 for submittal of the Plan to Met Council. <br /> ..Met Council is not accepting for review after December 31, 2008 any comp plan.amendments <br /> that are not directly related to the statutory requirement for Decennial Update, as follows: <br /> "After December 31, 2008, the Metropolitan Council will accept for review only 2030 plan <br /> updates that are submitted pursuant to Minnesota Statutes section 473.864,and amendments to <br /> those plan updates. This means that, as of January 1, 2009, the only amendments the <br /> Metropolitan Council .will process and review are amendments to 2030 (updated) <br /> comprehensive plans." <br /> Met Council action to approve the 2030 Plan Update is not likely to occur until late summer or <br /> early fall of 2009. However, Met Council staff has indicated that it would be acceptable for the <br /> City to add land use amendments such as this to the Plan Update, rather than waiting until next <br /> fall to amend the approved 2030 Plan. This process would save applicant a few months next fall <br /> by allowing review of the CMP Amendment now and working through the RPUD rezoning and <br /> Development Plan approvals during the spring of 2009. The key to this timeframe is review of <br /> the application in January 2009 so it can be added to the CMP Update and sent off to adjacent <br /> cities in February for the 6-month review. <br />
