One of the issues with the Harvest Moon application � <br /> was who would bear the cost of reconstructing the access into the Otten property, and tfie Council <br /> determined that it would delay requiring a study of that area until it becomes an issue,but that the costs <br /> would need to be borne by the property owner. <br /> 8.
