. � °� <br /> �� o : o <br /> . �e- - CITY of ORONO <br /> � � <br /> ��� �G'�'� RESOLUTION OF THE CITY COUNCIL <br /> �kESH�� NO. 310 3 <br /> A RESOLOTION QRGING CONGRESSMAN GERRY SIRORSRI . <br /> TO CO-SPONSOR AND SIIPPORT H.R. 356H, THE "CABLE CONSUMER <br /> PROTECTION ACT OF 1991° <br /> WHEREAS, Congress must enact cable legislation that <br /> protects cable subscribers from unfair cable rates and inadequate <br /> cable service; and <br /> WHEREAS, H.R. 356� is the only cable television bill <br /> pending before Congress that provides cable subscribers the <br /> protection they need from ciramatic rate increases, indaequate <br /> customer service, and other abuses by the cable operator; and <br /> WHEREAS, H.R. 356PJ grants franchising authorities the <br /> right to entertain competitive bids for a franchise suYiject to <br /> � renewal , and gives them the authority to deny a franchise to an <br /> � inadequate cable operator; and <br /> • WHEREAS, H.R. 356PJ provides local regulatory cable <br /> commissions ana local governments the protection they need in any <br /> claim challenging local regul�ation contemplated by applicable <br /> federal, state or local law or franchise; and <br /> WHEREAS, H.R. 356PJ would require the FCC to establish <br /> minimum n�ational customer service standards, but would allow the <br /> local regulatory cable commission and local governments to <br /> continue to trailor standards that may better serve local needs, <br /> even if such � standards are more stringent than the FCC's <br /> standards. , � � � <br /> NOW, THEREFORE, BE IT RESOLVED by the City of Orono, <br /> that Congressman Gerry Sikorski be urged to co-sign and vote <br /> favorably for passage of H.R. 356P1 in the Committee on Energy and <br /> Commerce and in a full session of Congress. <br /> Adopted by the City Council of the City of Orono, <br /> Minnesota at a regular meeting held April 13, 1992. <br /> Barbara A.
