MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 13, 2012 <br />7:00 o'clock p.m. <br />(9. #12 -3540 CHARLES TR UWIT AND PAULA PICARD,1105 FERNDALE ROAD WEST, <br />Continued) <br />Franchot commented his concern with the conservatory in general is that if it is used at night, it will be <br />quite brightly lit. <br />Truwit indicated if they do use it at night, it would be with the lights off and that it is not going to be a <br />center of activity during the nighttime. Truwit illustrated the line of view from the neighbor's house to the <br />conservatory. <br />Franchot asked whether there would be lights in the conservatory. <br />Truwit indicated there will be. <br />Franchot commented the residence is larger appearing with the second floor and high peak and that he has <br />a concern the glass structure will be lit and bright for the whole lake. Franchot stated the - concern also <br />relates to future property owners. <br />Truwit stated the shades would be down at night and,not lit up so people can see what they are doing. <br />The principal concern raised at the original City Council meeting was the proximity to the adjoining <br />property and the proximity to the lake, which is why their plans do not put the second story right up to the <br />corner and instead step it back. <br />Rahn asked if the existing home is a single story. <br />Truwit indicated it is. <br />McMillan asked if the driveway needs to be elevated due to the floodplain. <br />Curtis indicated it does. <br />McMillan commented the elevated driveway may be more as a result of the MCWD than the Orono City <br />Council. <br />Truwit indicated there was no MWCD approval applied for with the last application, which has been <br />taken care of with this application. The MWCD has reviewed this application and Staff has been <br />provided with their findings. <br />McMillan commented the Council would love to have a driveway without a retaining wall but that it may <br />not be possible in this case. McMillan asked if the driveway would be raised all the way out to Ferndale. <br />Truwit indicated the straight part is elevated approximately six or seven inches and that the portion near <br />the house has to be raised a foot and a half. <br />McMillan stated whenever there is a shared driveway arrangement, the City gives some credit for the <br />hardcover, and asked whether that has been done in this case. <br />Page 12 of 22 <br />is <br />
