'. � � � Page 1 of 2 <br /> Christine Mattson � <br /> From: Ronald G Dudley[ron_dudley@biz-transformations.com] <br /> Sent: Friday, March 14, 2008 12:45 PM <br /> To: Christine Mattson <br /> Subject: Public Hearing March 17, 2008 <br /> From : Ron Dudley <br /> 3125 Casco Circle <br /> Orono � <br /> Subject: Written Comments-Planning Commission Hearing, March 17, 2008, Land Use application <br /> #08-3350 for 3127 Casco Circle <br /> Dear Ms. Mattson: <br /> I will be out of town and unable to attend the public hearing regarding the request for a hardcover <br /> variance to permit 37%hardcover in the 250-500 foot zone of the property located at 3127 Casco Circle. <br /> Please accept and present to the Planning Commission these written comments regarding this matter. <br /> I am the property owner adjacent to 3127 Casco Circle and thus could potentially be impacted by any <br /> new construction. <br /> Apparently,the land use application is in connection with a larger plan to construct a street side tennis <br /> court,tear down and replace the existing house with a new home and remove the existing lakeside tennis <br /> court. <br /> In general, I am supportive of seeing a new home built next door and would not wish to hamper Mr. <br /> Peters plans. However, it would appear that the application#08-3350 is premature unless a total site <br /> plan, that calls for no other variances,has been filed and approved pending the requested 2 variances. <br /> I simply do not have enough information about the total plan to know if the concerns I would have about <br /> the proj ect have any foundation. <br /> My chief concerns would be: <br /> 1. The adequacy of the grading, drainage and storm water runoff plan. <br /> 2. If Zoning Sec. 78-1404 (Tennis Courts) applies, does the site plan meet the side yard setbacks? <br /> 3. Does the site plan meet Sec. 78-1403 on lot coverage? <br /> 4. Does the site plan meet Sec. 78-1279 item#6 regarding lakeshore setback for the new home? <br /> I am particularly concern about storm water runoff. I believe that the regulations provide that no project <br /> will be perxnitted that that results in water runoff that deposits that runoff on adjacent properties. The <br /> 1984 storm water runoff plan that was part of the existing building plan for 3127 Casco was inadequate <br /> and I have experienced water runoff problems from that property on to mine for many years. A tennis <br /> court on the street yard could exasperate that problem unless the new site plan has a well engineered <br /> drainage plan. It would seem impossible to know the impact of storm water run off and the adequacy of <br /> the drainage plan unless these plans have been submitted and approved by Orono. <br /> 3/14/2008 <br />
