W, <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 22, 2011 <br />7:00 o'clock p.m. <br />(PUBLIC COMMENTS, Continued) <br />Franchot indicated that is correct and that it would help facilitate the construction. Franchot stated he has <br />wondered in the past why there is a separate bike lane with no separation from the roadway and then a <br />walking sidewalk when something like this could be constructed that would accomplish both purposes. <br />Gaffron stated they can ask Hennepin County that question. <br />Franchot commented it would be likely that a retaining wall would then not be necessary. Franchot stated <br />if they were starting from scratch, the combined bike path/trail would be a good solution. <br />McMillan commented the trail would have more uses than a•sidewalk. <br />Franchot stated it would also provide a separation from the roadway. <br />Kellogg pointed out there is an existing bike lane on both sides of the roadway. Kellogg stated the <br />separation is generally dictated by the posted speed limit on the roadway. The curb is not intended to stop <br />the vehicle from hitting a bicyclist since it would be a surmountable curb. <br />Kempf commented it sounds like the City Council is shopping around for a good engineer, and that <br />during his time on the Planning Commission he discovered how important it is to have a good historical <br />perspective of things. Mike Gaffron's history of the city is invaluable and prevents the City from not • <br />having to recreate the wheel. Kempf stated he hopes the City Council will take that into perspective as it <br />relates to Tom Kellogg and the services he has performed for the City over the years. Kempf stated he <br />knows Tom Kellogg has been here for a number of years and is an important aspect of that historical <br />piece.
