MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 9, 2011 <br />7:00 o'clock p.m. • <br />(4. LONG LASE FIRE DEPARTMENT REPORT, Continued) <br />services in a professional and efficient manner by maintaining effective training, fire prevention, fire <br />suppression, and emergency response. <br />Van Eyll reviewed the leadership of the fire department and the organizational structure. There are <br />currently 41 active members and all members are currently firefight I or H state certified, first responder <br />or EMT certified, and HazMat operations certified. There were seven members who were on <br />probationary status in 2010. <br />Van Eyll reviewed the various fire department facilities and equipment. In 2010, the emergency call <br />activity consisted of 332 total calls. The average response time for all calls was approximately 0:05:37 <br />minutes. There was an average of 14 members who responded per call and 58 percent of the calls <br />occurred between the hours of 0600 to 1800. The response time includes every call that the department <br />responds to. The majority of the calls occurred between the hours of 6 a.m. to 6 p.m. Van Eyll noted one <br />major call, which was a search call, resulted in 200 hours. <br />Van Eyll reviewed the 2010 budget for the Long Lake Fire Department, noting that the department was <br />under budget last year by approximately $3,300 due to a grant received from the Minnesota Board of <br />Firefighter Training and Education. Last year the fire department received a total of $9,400 in grants for <br />training. <br />The goals of the Long Lake Fire Department for 2010 included updating their standard operating is <br />procedures, recruitment, implementation of a preplan program, and creation of a special events position <br />within the department and 100 -year celebration committee. Van Eyll noted the 100 -year celebration will <br />be held in four years. Training goals for 2010 included driving /pumping class, officer training in tactics <br />and communications, firefighter I and H classes, more training on smaller subjects or break -out sessions, <br />and training with mutual aid partners. <br />Goals for 2011 include the continued improvement of the fire department's health and wellness program, <br />creation of a new position to handle all of the uniform and firefighter gear, continuation of the review to <br />improve the standard operating procedures, and continuation of the creation of preplans for the 100 -year <br />celebration. The training goals for 2011 include improvement in officer development training, <br />employment of more advanced firefighting tactics, improvement in medical scene training, and review <br />and improvement of the new recruit education program. <br />Bremer asked what the target membership is for the fire department. <br />Van Eyll indicated that 50 firefighters would be ideal and that they have -two on leave at the present time. <br />Background checks are currently being conducted on three candidates. <br />McMillan commented that the fire department did a fabulous job on a house fire in her neighborhood this <br />past winter. <br />Van Eyll noted Orono/Long Lake had three significant structural fires this past year and no structural fires <br />in 2009. • <br />Page 2 of 17 <br />
