MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 11, 2011 <br />7:00 o'clock p.m. <br />(8. OLD CRYSTAL BAYROAD RECONSTR UCTION PLAN AND SPECIFICATION <br />APPROVAL AND AUTHORIZATION TO ADVERTISE, Continued) <br />sewer line is in disrepair but it is doubtful the road project needs to be done to correct the sewer line. The <br />sewer line is located quite a distance from the edge of the boulevard. If it is that bad, it should have been <br />replaced already since the majority of the repair can be accomplished without tearing up the road surface. <br />Dillman stated the base of the road appears to be in very good shape and that the poor road surface is due <br />to a lack of maintenance over the years. Dillman commented that this project appears to be a tremendous <br />problem for the very short amount of time that school is in session. There is approximately 10 to 15 <br />minutes of congestion two times in the morning and once in the afternoon and it seems the City is going <br />to be spending a tremendous amount of money to solve that problem. Dillman stated in his opinion the <br />project is overboard. <br />Dillman asked if the City is receiving state aid money for the landscaping and plowing. <br />Kellogg indicated the City is able to use state aid money for landscaping as well as construction. <br />• <br />Dillman commented there are a number of other MSA roads in the City that are in greater need of repair <br />and that this project seems to be excessive. Dillman stated he is aware of the problems with students <br />crossing at places other than at crosswalks and a few simple signs could help resolve that situation. <br />The City could do a mill and overlay in 2011, which would prevent the base of the road from getting any <br />worse, and then in 2012 add turn lanes and bypass lanes. The City will then wind up with a road that is <br />easier to maintain and cheaper to improve. • <br />Kellogg stated the water main replacement was discussed thoroughly with Public Works and Scott <br />Oberainger felt it should be replaced based on his knowledge of the system. The sanitary sewer line was <br />televised and it showed that it does need to be replaced. In addition, soil borings were conducted and they <br />showed that the standard gravel base is four inches, which is very inadequate due to the bus traffic and the <br />nine ton design it should be meeting. Kellogg noted these issues were discussed with the Council back in <br />October. <br />McMillan asked how old the water main is. <br />Kellogg indicated it was installed in 1967 and that the sewer main is of the same vintage. <br />Franchot stated the issue tonight is not to discuss any design issues but to approve the project so it can be <br />put out for bids. Franchot requested that the Council move forward with that process. The Council has <br />had lots of discussion on these issues and no new issues have been raised tonight. <br />McMillan noted there has been one open house. <br />Franchot commented there have been a number of meetings held in conjunction with the School District. <br />Elizabeth Lavang, 4010 Bayside Road, encouraged the City Council to follow some of their own policies. <br />The pavement management plan of 2006 talks about critical stages in a street life cycle. What is being <br />proposed is that Willow and Watertown will not have any improvements until 2016. Lavang encouraged <br />the Council to take a drive on those roads to see what terrible shape they are in and to ask themselves <br />whether they are worse or better than Old Crystal Bay Road.
