f� <br />• <br />MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 26, 2010 <br />7:00 o'clock p.m. <br />(8. 2011 STATE AID ROAD CIP DISCUSSION, Continued) <br />Murphy stated he is in favor of improving the roads that need the work the most, but if the City is going <br />to change the bonding, there are several things that need to be taken into consideration, such as the price <br />of money. Murphy suggested that Staff overlay the proposal and how it gets funded. <br />McMillan asked if the City is guaranteed these dollars in the future. <br />Kellogg stated there are no guarantees and that there is a risk the money will not be there in the future. <br />Mattick pointed out it is not the same pot of money as the LGA and is a more secure pot of money from <br />the state. Mattick noted the majority of it comes from gas tax money. Mattick stated it is his <br />understanding it is a constitutional provision, which cannot be quickly unallotted. <br />Loftus stated she will look at the numbers and analyze the impact of changing the road projects. <br />Kellogg indicated there is some up front work that would need to be done, including a full traffic study on <br />Old Crystal Bay Road. Kellogg indicated if this is going to be a 2011 project, the traffic study would <br />need to be done before school lets out for the summer. <br />The City Council directed the City Engineer to work with City Administrator Loftus and Finance Director <br />Olson on developing financial scenarios for all three roads and the costs for the traffic study. <br />40 Franchot asked how long it would take to do the traffic study. <br />Kellogg stated he would need to get traffic counts and turning movements, which should only take a day <br />or two. <br />9. LIFT STATION 12 REACTIVATION <br />Kellogg noted there were a couple of issues discussed at the work session regarding the reactivation, such <br />as testing the force main to see if it is still usable. That force main has passed and is salvageable. The <br />second issue was the discussion with the Metropolitan Council and taking the pipe over from Long Lake. <br />Olson stated he has not been receiving much feedback from the Metropolitan Council on this issue. Two <br />weeks ago the Metropolitan Council indicated they were in favor of taking over the pipe from Long Lake <br />and not paying for it since it was their understanding that it was owned by Mn/DOT. Terry Post with the <br />City of Long Lake informed the Metropolitan Council that it was his understanding the City of Long Lake <br />did pay some money for that pipe. The Metropolitan Council is now hesitant to send a letter saying that <br />they are agreeable to taking it over but will be sending a letter stating that they are going to commence <br />looking at the situation. Olson stated in his view the City should go ahead with this without an <br />agreement. <br />Murphy commented that this could also be a way to address the I &I issue. <br />Kellogg stated to his understanding the 156 units that flow into Long Lake unmetered are paid based on <br />an estimate from the Metropolitan Council and that there is a surcharge for I &I. <br />Page 13 of 15 <br />
