Structural Hardcover shall be defined as tllose items of hardcover���luch require a <br /> building permit,which extend above the ground surface or into the ground, or urhich <br /> are constructed rather t11an placed. <br /> 2. Non-structural Hardcover shall be defined as those items of hardcover wluch do not <br /> require a building pennit, which exist on the grotuzd surface but do not extend <br /> substantially above or below b ade, or��hich are placed on the ground surface rather <br /> than constructed. <br /> Page 2 of 3 <br />
