�4 <br />• <br />u <br />• <br />ORONO CITY <br />Monday, l <br />7:00 <br />ROLL <br />OF THE <br />INCIL MEETING <br />fiber 10, 2007 <br />ck p.m. <br />The Orono City Council met on the above - mentioned date with the following members present: Mayor <br />James White, Council Members Jim Murphy, Lili McMillan, Cynthia Bremer, and David Rahn; City <br />Attorney Soren Mattick; Representing Staff were 11 Administrator Ron Moorse, Assistant City <br />Administrator for Long -Term Strategy Mike Gaffron, Planning and Zoning Coordinator Melanie Curtis, <br />Planner Evelyn Turner, City Engineer Tom Kell gg, and Recorder Jackie Young. <br />Mayor White called the meeting to order at 7:03 o'clock, followed by the Pledge of Allegiance. <br />1. CONSENT AGENDA <br />Item Nos. 14 -24 and 26 -33 were added to the <br />Consent Agenda. <br />Bremer moved, Rahn seconded, to approve <br />Nays 0. <br />APPROVAL OF MINUTES <br />*2. REGULAR COUNCIL MEETING <br />Bremer moved, Rahn seconded, to approve t <br />meeting as submitted. VOTE: Ayes 5, Nays <br />3. TRUTH IN TAXATION HEARING <br />McMillan moved, Bremer seconded, to <br />Taxation hearing as amended. <br />Agenda. Item No. 3 was removed from the <br />Consent Agenda as amended. VOTE: Ayes 5, <br />NOVEMBER 26, 2007 <br />minutes of the November 26, 2007, City Council <br />DECEMBER 3, 2007 <br />the minutes of the December 3, 2007, Truth in <br />Bremer commented the discussion at the truth in'taxation meeting was helpful and that it might be <br />beneficial to describe to the residents the formula that goes into determining the City's budget. Bremer <br />stated it was her recollection the meeting was called to order at 6:30, with Mayor White explaining the <br />budget process, followed by public comment, and requested the minutes be amended. <br />VOTE: Ayes 3, Nays 0, Rahn and Murphy <br />PUBLIC HEARING — 7:00 P.M. <br />4. 2008 LEVY ADOPTION HEARING — ADOPTION OF 2008 BUDGET AND TAX LEVY <br />Mayor White opened the public hearing at 7:08 <br />Moorse stated the levy adoption hearing is the final step in the City's budget development and approval <br />process. The proposed 2008 budget reflects additional funding for street improvement and public <br />safety. The budget also includes a measured funding plan to enable a multi-year street improvement <br />program to move forward at an accelerated pace, while managing the impact of the tax levy on property <br />AGE 1 <br />M <br />
