Disconnecting drain tile from the City sewer system <br />would also qualify as an I &I improvement. M gorse indicated the City would actually be paying a <br />significant share of the costs and then getting reimbursed. The other portion would go toward the <br />surcharge, which would significantly lower the I osts to the property owner. <br />McMillan asked whether the City would be <br />process is supposed to work. <br />the construction work and the billing or how the <br />Moorse stated. under the surcharge portion of it, the City would be subcontracting with a contractor, and <br />that he is unsure whether the grant program would cover the costs if a private owner directly contracts <br />with a contractor for the work. <br />Kellogg stated the I &I issues in Orono are lake related and that what they are attempting to limit are the <br />I &I spikes experienced during a big rain storm event.
