07-3302 <br /> 9 July 2007 <br /> Page 3 of 3 <br /> Road Improvements and/or Easements Needed <br /> The City requires standard perimeter, drainage and utility easements around all property <br /> boundaries in the plat as well as Conservation and Flowage Easements over the delineated <br /> wetlands. Establishment of wetland buffers and buffer setbacks will be triggered for the lots <br /> containing wetlands. <br /> Stormwater and Drainage Improvements <br /> As no new lots are proposed the property will not be subject to the Stormwater and Drainage <br /> Trunk Fee. <br /> Utility Locations and Availability <br /> The property would be served by septic systems and private wells. Willie Gibbs has reviewed <br /> the submitted septic designs for each lot and deemed them acceptable. His memo is attached as <br /> Exhibit D. Private water supply wells shall be setback 3' from structures and 50' from septic <br /> systems. <br /> City Engineer Comments <br /> The City Engineer has provided comments which are attached as Exhibit C. <br /> Wetlands on Site and/or Impacted <br /> One wetland has been delirieated on the property and the appropriate buffer widths and setbacks <br /> have been indicated on the survey. The Minnehaha Creek Watershed District (MCWD) has <br /> conducted the wetland delineations provided as Exhibit E. Portions of the delineated wetland <br /> boundary appear to be exceeding the actual required limitation, particularly in the area where the <br /> alternate septic drainfield is located. This does not need to be revised as a generous wetland <br /> delineation serves as an additional protective buffer for the wetland. As mentioned earlier in this <br /> report, the City will require a Flowage and Conservation Easement and the establishment of <br /> buffers for the wetland designated on the site. The applicant is advised to avoid any impacts to <br /> wetland which can be avoided by proper site layout. The MCWD is the City's LGU for <br /> administration of the Wetland Conservation Act rules. <br /> Shoreland Regulations <br /> As a protected creek(Wolsfeld Creek) runs through the property, shoreland regulations apply. A <br /> 75' structural setback from the creek is required as well as hardcover regulations up to the 300' <br /> setback. <br /> Issues for Discussion <br /> Does the Planning Commission have any issues for discussion? <br /> Staff Recommendation <br /> The proposed subdivision appears to meet the City's ordinance standards for development in the <br /> RR-1B zone. The applicant should revise the alternate septic drainfield area prior to placement <br /> on the City Council agenda to eliminate any encroachment into the delineated wetland boundary. <br /> Planning staff recommends approval of the subdivision. <br /> 3 <br />
