� MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING � <br /> Monday,Apri116,2007 <br /> , 6:00 o'clock p.m. � <br /> (#06-3225 David Carlson, Continued) <br /> points. One of the more invasive species on the site is reed canary grass,which comprises the majority <br /> of the wetlands. There is not a substantial amount of buckthorn on the site. Johnston stated they would <br /> appreciate some direction from the City on how to proceed. � . <br /> Kempf commented the planting scheme for this site is in small print on their exhibit and inquired what <br /> is being proposed for the site along the Luce Line. � � <br /> Johnston stated there are approximately two dozen trees planted along the Luce Line currently and that <br /> they are proposing to make that area look as natural as possible. Johnston pointed out the row of <br /> evergreen trees that are currently on the site. <br /> David Carlson illustrated the interior and exterior views of the units. Carlson stated one of the i.uiits <br /> would not be a walkout and to help add extra room to that unit some additional space was added under <br /> the dormer. The siding consists of cedar shingles with ornamental trim boards around the windows and <br /> planter boxes. These units would be marketed to the empiy nester type person. Carlson displayed the <br /> proposed floor plan,noting that the main floor of the units have been designed to accommodate a <br /> wheelchair. . <br /> , Carlson stated additional bedrooms are being constructed on the second level due to the poor soils in the <br /> area. Eight of the units have been designed to be walkouts. The individual unit owners have the ability <br /> to pick between the standard two-car garage and a three-car garage. Carlson noted the windows on the <br /> ' upper level would be transient windows,which would prevent the neighbqrs from being able to see <br /> inside the adjoining unit. , <br /> Carlson stated there will be some highway noise that could be heard on this site,but given the type of <br /> market that this development is geared toward,it is unlikely that it would be a maj or issue. <br /> Carlson requested the Planning Commission forward this application to the City CounciL <br /> Berg inquired what the base price for one of the units is. , � <br /> Carlson stated the price per unit is close to a million dollars. � . <br /> � Johnston stated every lot is capable of accommodating a three-car garage,with some bump-out parking <br /> also being added along the roadway. . <br /> Kempf stated he personally feels the wetland area would be better protected if the lot lines did not run <br /> through it and were instead confrolled by the association. Kempf expressed a concern that the wetland <br /> buffer area would evenh.ially be used by the property owner. Kempf stated he would also like to see <br /> some more definition to the conservation design as well. . <br /> � PAGE 4 � � <br />
