At that <br /> time, the City was not clear about the type of corrunercial <br /> development that should be plaruied for �lus area. Through joint <br /> discussions with the City of Long Lake regazding development along <br /> Highway 12,the Cii,y has determined that the optimum development <br /> � in this area would be office development. Office development can <br /> provide services for Orono residents, can provide facilities for <br /> businesses owned by Orono residents, and can provide quality <br /> ernployment opportunities. The development of this area for office <br /> use versus retail use enables the Highway 12 retail area to renlain a <br /> more compact pedestrian-friendly retail area versus a non-cohesive . <br /> extended strip of retail development. � <br /> Access to aIl office uses will be via a service road connecting Willow <br /> Drive and OId Crystal Bay Road, with no direct access points onto <br /> .Highway 12. Development of this service road began in 1991 with <br /> the extension of Kelley Parkway eastward from Old Crystal Bay <br /> Road. <br /> The City's intent is to have a s�ngle tier of office uses between Kelley <br /> Parkway and Highway 12,withprimarily residential uses north of'the <br /> service road. Due to construction of a stormwater retention pond by <br /> MnDOT midway between Old Crystal Bay Road and V�illow,and the <br /> �City's intent to develop the area north of the service road residentially <br /> at a density of 2-6 units per acre, the opportunities for large off ce <br /> • sites are limited. As many as six 2-2.5 acre office sites can be <br /> . developed along tlie Highway 12 frontage wlule still allowing the <br /> intended residential development to occur. <br /> . This area is guided for office use with minor retail and service uses� <br /> aliowed oi�ly as accessory uses to the office use. "Big box"retail uses <br /> . will not be allowed within tlus area.
