Tluough joint discussions with the City of Long <br /> Lake rega.rding developilient along IIighway 12, the City has determined that the <br /> Opt1111t1211 development in this area would be office development. Off'ice <br /> development can provide services for Orono resideiits, can provide facilities for <br /> businesses owned by Orono residents, a.nd can provide quality employizient <br /> opportunities. The development of this area for office use versus retail use <br /> enables the Highway 12 retail area to renzain a more compact pedestriau-friendly <br /> retail a.rea versus a iion-cohesive extended strip of retail developinent. <br /> Access to all office uses will be via a service road coiv.lecting Willow Drive and <br /> ' Old Crystal Bay Road, with no direct access poiuts onto Highway 12. <br /> Development of. this service road began in 1991 with the exteiision of Kelley <br /> Parkway eastward froin Old Crystal Bay Road. . <br /> The City's intent is to have a single tier of office uses between Kelley Parkway <br /> and Highway 12, with primarily resideiitial uses north of the service road. Due to <br /> constructioii of a stormwater retention pond by MnDOT inidway between Old <br /> Crystal Bay Road and Willow, and the City's intent to develop the area north of ' <br /> � the service road residentially at a deiisity of 2-6 units per acre, the opportunities <br /> for la.rge office sites are limited. As mairy as six 2-2.5 acre office sites can be <br /> developed along the Highway 12 frontage while still allowing the intended . <br /> . residential developmeilt to occlu. � <br /> This area is guided for office use with iiiinor retail and service uses allowed only <br /> as accessory uses to the office use. "Big boa" retail uses will not be allowed <br /> withiil this area." <br /> Part 2. Tlie above sectioii of the CMP, along with Map 3B-7, will be ameiided to reflect the <br /> uitended conversion of Outlot A, Stonebay froni primarily office use to primarily retail use. The <br /> following amei�dment text was adopted by Council at its April 12 ineeting: - <br /> "The portion of Parcel Grou� 1 betweeii Kellev Parkwav and Hi 1�lway 12 as depicted in Map <br /> 3B-7 is subdivided into four tax parcels for coirunercial developnlent. Each of the four parcels � <br /> abuts Hi hwav 12 on the south and Kellev Parkwav on the north. The most westerl�parcel, at <br /> the intersection of Hi liwav 12 and Old Crvstal Bav Road, is 2 acres in area aud has been <br /> developed for dental office use. The 2.5 acre parcel directly east of the dental site is currently <br /> bein developed for medical office use. <br />
