Land Use Plan <br /> Urb�n Commercial L�nd Use <br /> Urban cornmercial development is limited to two areas which are provided <br /> with all the necessary urban services and facilities. The major comniercial <br /> center of Orono will continue to be the crossroads center of Navat�e. This <br /> area will provide sufficient opporhuv.iy for.neighUorhood retail and service <br /> businesses, plus adequate professional offices, to serve the needs of most <br /> Orono residents. Accessory functions such as off'ices and owner-occupied <br /> living units or limited multi-family developnlents will be considered <br /> appropriate in or near the Navarre coiniuercial area. The scale and type of <br /> retail uses in a pedestrian-friendly envirorunent is the most important � <br /> developinent parameter for the Navarre cornmercial area. The City will • <br /> encourage redevelopment of individual commercial sites in Navarre to allow . <br /> for an expanded range of neighborhood services and local small business <br /> opporturiities. . <br /> An additional commercial area is designated along Highway 12 where�lie <br /> - availability of transportation and utilities as well as pro�ci.rnity to similar <br /> � commercial developments in Orono and Long Lake, make commercial use <br /> appropriate. <br /> � Orono will coordinate its commercial development planning related to <br /> ' Highway 12 area with the City of Long Lake to ensure the Long Lake <br /> downtown area remains vital and viable,�to focus retail development ui a <br /> compact downtown retail area, and to prevent the extension of retail <br /> • � development west of Willow Drive in Oroiio. <br /> The retail development in the Highway 12 area will be <br /> community/neighborhood scale rather than `big box' regional scale <br /> development. The types of retail uses will be those that focus on providing <br /> services to the residents and businesses of Long Lake and Orouo,while also � <br /> drawing from the traffic stream that will be on current Highway 12 after the <br /> ' Highway 12 Reroute is open. However,the retail development is not to dxaw � <br /> substantial traffic from beyond Orono. <br /> The development plans for the Highway 12 area wi11 encourage locally- <br /> . . owned and operated businesses that provide services to Orono and Long Lake <br /> residents. Additionally, the Highway 12 retail area will be a pedestrian- <br /> friendly area. This involves providing trails/sidewalks along the roadways <br /> provid'ulg access to the retail uses.
