MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday,November 20,2006 <br /> . 6:00 o'clock p.m. <br /> (#06-3234 HESSBURG, CONTINUED) <br /> Rahn commented in his opinion the proposal seems reasonable given the size of the lots. <br /> Bremer inquired what the structural coverage is. <br /> Gaffron stated it is less than 15 percent. <br /> Hessburg stated he did reduce the hardcover from 49 to 41.5 percent. <br /> Kempf commented he does not want to require a developer to construct a house that does not meet the <br /> needs of the occupants of the structure and that the size of the house does not seem excessive. <br /> Bremer noted the structural coverage is 13 percent. <br /> Hessburg stated the topography of the lot also made it difficult to design a house. <br /> Bremer commented this is a hardship lot and that there is very little room on the lot to allow for outside <br /> storage,which provides some basis for a three-car garage. . <br /> Kroeger indicated he would be in support of the application. <br /> Gaffron pointed out the street would be vacated from the extended lot line on the west to the extended lot <br /> line on the east but that the portion of the access ways and drainage ways would not be vacated. Gaffron <br /> pointed out there is some grading proposed within the bluff impact zone but not within the bluff itself, <br /> and inquired whether the Planning Commission would like to require some additional trees or other <br /> vegetation that would help soften the impact of the grading and the new houses. <br /> Bremer stated she would recommend the applicant submit a landscape plan to Staff prior to the City <br /> Council meeting. <br /> Gaffron stated he would like to see a few trees planted in that area. <br /> Bremer stated the City does not want to see the bluff area become barren as a result of the project. <br /> Hessburg stated he does not believe there would be any trees removed during the grading. <br /> Rahn stated he would rather the City not require the applicant to heat the driveway and that the property <br /> owner may elect to shut the electric heat to the driveway off. Rahn concurred there should be a curb stop <br /> but that the electric heat to the driveway should be the choice of the contractor. <br /> Kroeger stated since the City does not have a standard for driveway slope,it might not be necessary for <br /> the driveway to be heated. <br /> PAGE 6 <br />
