MINUTES OF THE <br /> ORONO PLANNING COMNIISSION <br /> Monday,October 16,2006 <br /> 6:00 o'clock p.m. <br /> (#06-3234 and#06-3235,Daniel Hessburg, Continued) <br /> Jurgens stated he is not as opposed to that option but that the houses could still be redesigned. <br /> Gaffron stated the City has 37 accesses in 40 miles of Lake Minnetonka shoreline that have varying uses <br /> that are of different widths and topography and the City Council in its comprehensive plan made it very <br /> clear that they would not vacate any accesses to the lake. <br /> Jurgens stated one reason for the 20-foot setback is because the City is unsure what the future use of this <br /> area would be. <br /> Rahn inquired whether a front-loading garage was considered for the narrower lot. <br /> Hessburg stated they did consider that but it did not allow for any off-street parking and that it would <br /> require vehicles to back up onto the county road,which poses a safety concern. <br /> Gaffron pointed out there would also be an eight or ten-foot drop in elevation,which would result in a 30 <br /> percent slope. Gaffron stated the third garage stall on the easterly lot would need to meet a 30-foot <br /> setback and would require a variance. <br /> Rahn stated if the engineer deemed it more appropriate to encroach into the unimproved sireet,he would <br /> not be opposed to that. <br /> Bremer pointed out the hardcover on the 47251ot is at 41 percent in the 75-250 foot zone and that the <br /> hardcover should be reduced. Bremer stated it is likely the Planning Commission would allow some <br /> amount of hardcover over the 25 percent limit given the topography of the lot,but that it would be <br /> difficult to approve 41 percent. <br /> Hessburg gave an example of a house that he has recently constructed with only a two-car garage and <br /> how it has been extremely difficult to sell. Hessburg noted the 37-foot piece of land cannot be sold <br /> separately and must be attached to one of the two lots. <br /> Jurgens stated there is enough buildable area between the rear setback line and the bluff line that a <br /> different configuration for the house would work. <br /> Rahn stated he would not be in favor of the third garage stall and suggested that the applicant consider a <br /> two-story house rather than a rambler for this site. <br /> Bremer concurred with the comments of Commissioner Rahn. <br /> Jurgens noted the shared driveway cannot be moved further west <br /> Hessburg stated they have had four different surveys conducted and three different house plans created in <br /> an attempt to design a house on each of these lots that meet the City's requirements. Hessburg reiterated <br /> that it is difficult to sell a house at this price with only a two-car garage. <br /> PAGE 5 <br />
