The maximum number of dwelling units on the property shall be nine. <br /> 3. The dwelling units shall be single-family detached dwellings with a low profile, limited to one- <br /> story plus basement,and of an architectural style that blends with the natural surroundings. <br /> Gaffron noted that Council did not wish to place a limit on roof slope or other design parameters in the <br /> Comprehensive Plan,but indicated that dormers within roof systems would be okay,but 1-1/2 story <br /> designs would not be accepted. <br /> 4. The development shall be served with municipal sewer and water. It will be the developer's <br /> responsibility to procure sewer and water service for development of the property. <br /> 5. The development shall adhere to all regulations of the C"ity with respect to wetland protection. <br /> 6. The development shall adhere to the principals of Conservation Design as established through the <br /> Orono Rural Oasis visioning process completed in 2005 and scheduled to be codified in 2006- <br /> 2007. <br /> 7. Site development shall be designed and constructed in such a manner that projects a rural <br /> character as viewed from Old Highway 12 a motorists enter the cities of Orono and Long Lake <br /> from the east. <br /> 8. Site development shall be designed and constructed in such a manner that minimizes the visual <br /> impact of density as viewed from the Luce Line Trail. <br /> 9. Site vehicular access shall be via a single connection to (Old)Highway 12. <br /> Staff does not feel that these requirements are particularly problematic;however,the applicant shall pay <br /> particular attention to Item 4, as this will require coordination with Long Lake, and Item 6,which will <br /> require that applicant engage the appropriate consultants to prepare a Conservation Design Master Plan <br /> for the development. <br /> The Planning Commission should review the RPUD development standards for single-family detached <br /> dwellings at medium density and should consider whether there are any specific standards that need <br /> special consideration for the proposed development. <br /> Additional items for consideration by the Planning Commission include the following: <br /> 1. The potential impacts of this development on Luce Line Trail users; ability to mitigate those <br /> impacts. <br /> 2. Consider the pros and cons of individually owned wetland segments versus a dedicated wetland <br /> outlot owned and managed by the homeowners association. <br /> PAGE 17 <br />
