MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Tuesday,January 16,2007 <br /> 6:00 o'clock p.m. <br /> (#07-3257 BPS Properties, Continued) <br /> Zullo inquired what Fire Code dictates as far as the road and cul-de-sac. <br /> Gaffron stated due to the number of proposed lots on the road,there would need to be a 28-foot road and <br /> would more than likely be without curb and gutter to give it a more rural look. Gaffron stated there <br /> would be private wells and septic. Gaffron pointed out the maximum length of a cul-de-sac is 1000 feet <br /> but noted the City has approved a number of roads in excess of that length, and that the minimum turning <br /> surface is 80-feet in diameter. <br /> Sticlrney stated the potential placement of houses works well in the area and allows for the structures to <br /> remain relatively hidden. <br /> Gaffron inquired whether the applicant has considered defining the various house placements on the lots <br /> to help reduce the ability to have structures over the backs of the lots so there would not be any negative <br /> impacts on views of wildlife corridors in case someone would want to construct an accessory structure <br /> towards the back. <br /> Sticlrney stated the only neighbor that would really see anything of this development would be Mark <br /> Gronberg. . <br /> Gaffron suggested certain areas be restricted by covenants on what can or cannot be constructed in certain <br /> areas: , <br /> Sticlrney stated the goal is to have covenants dictating those types of items. Stickney pointed out there <br /> , would be an easement over Lot 1 and part of Lot 2 and that they would be constructing a woodchip trail <br /> along Watertown Road. � � <br /> Gaffron stated one question that should be considered when atfempting to preserve areas of a , <br /> development is to determine whether it should be platted as an outlot or a conservation easement. <br /> Kempf stated in his opinion an outlot provides better protection. Kempf inquired whether the <br /> conservation easements and covenants would be part of the final plan. <br /> Sticlrney stated they would have covenants in place that will show the tree preservation agreement and the <br /> easements,etc., once the plans become more finalized. <br /> Rahn inquired whether there is a reason that Lot 6,Block 2, only has 30-feet of footage. <br /> Sticlrney stated that lot could be changed slightly. <br /> Rahn commented if that lot is changed,it would provide more options for a driveway. <br /> Gaffron inquired whether there is any intent to provide a connection to Watertown Road. <br /> PAGE 21 . <br />
