Section 78-1, Defmitions, of Article 1, In General, is hereby amended to <br /> include the following definitions: <br /> Essential Se�•vices means the .erection, construction, alteration, or <br /> maintenance of underground or overhead gas, electrical, steam, or water <br /> transmission or distribution systems, collection, communication, supply or <br /> disposal systems by public utilities, municipal or other governmental <br /> � agencies, but not including buildings. � � <br /> O�ce means , a commercial land use involving predominantly . . <br /> administrative, clerical, or professional operations.
