' MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,March 13, 2006 <br /> 7:00 o'clock p.m. <br /> (4. #OS-3I36 TROYBROITZMAN, 1860 SHORELINE DRIVE, Co�ztinued) <br /> Coward stated the applicant indicated to him that his objective is to make this house the most visible <br /> .- ,---���..�-y°house on the-lake°but that in his o�inion,giv.en the proposed design, it wi11 become-�he most=notorious • - - -- -- - -- �----•�••� <br /> building on Smith Bay and Orono. Coward stated there could be a house constructed on this property that <br /> meets all of Orono's codes but that it does not have to be the house proposed. <br /> Coward commented there also was an issue on whether the applicant was going to reside in the house <br /> once it was constructed and that there have been conflicting stories from the applicant regarding the trees <br /> and whether they would be removed or kept. Coward displayed an overhead of the current house on the <br /> lot and the trees that would be affected by the burn. <br /> Coward displayed an overhead depicting the proposed house and the difference it would have on their <br /> view versus what is currently there. Cowazd stated there are many issues with this application that they <br /> have concerns with. <br /> Charrier stated he has voiced their concerns with the trees and that he did discuss the tree issue with the <br /> applicant yesterday. <br /> Morris Nelson, 1900 Shoreline Drive, stated he has expressed his concerns all along to the City and <br /> directly to the applicant and that he did express a concern that a professional architect be consulted and <br /> that he was told by the applicant that that is not going to happen and that he has 15 years experience. <br /> Nelson commented the plans have changed a number of times. Nelson stated there are not a large number <br /> of trees between his house and the cunent house but they are not needed because he lives in a one-story <br /> house,which fits in with the neighborhood. Nelson stated the proposed house is significantly larger, <br /> which raises concerns that the nearby properties would be economically impacted if this house does not <br /> sell. Nelson stated a beautiful house could be constructed on this lot and that he does not want to live <br /> next to the house that is being proposed. Nelson requested that the application be denied. <br /> _. _ _ _ _._ <br /> Murphy stated the numbers used by Mr. Coward are different from what he has seen. <br /> Coward stated he used the numbers off of the plans that he viewed and that he did not account for the <br /> alcoves or dormers. Coward stated he found 7890 square feet in the main house,which consists of 2630 <br /> square feet times three for one portion of the house, 64 by 30 for the attached garage times three,and <br /> 1000 feet for the detached garage. <br /> Murphy stated they show a footprint of 4600 feet,with essentially three levels in the stxuciure,which <br /> would bring it up to about 14,000 square feet. . <br /> Murphy questioned the amount of fill and whether the City determines what impact the grading and fill <br /> would have on the landscaping. <br /> Gaffron stated the fill does not appear to have any affect on the drainage. Gaffron stated the impacts of <br /> the grading and cubic yards is the traffic coming and going from the site during construction and how the <br /> land is left. Gaffron stated Staff does not feel it will leave a sirange topagraphy and will help to place the <br /> house better on the property than what was originally proposed. <br /> Murphy inquired whether the fill is intended to create a walkout in the front. <br /> PAGE 15 of 27 <br />
