MIlVUTES OF TAE <br /> ORONO PLAN1vING COMNIISSION MEETING <br /> Tuesday,February 21,2006 <br /> . 6:00 o'clock p.m. <br /> (#05-3136 TROY BROITZMAN CONTINUED) <br /> Jurgens stated he would like to see that commitment in writing or a landscape plan depicting that. <br /> Kempf stated he is in agreement with Commissioner Jurgens regarding the visual impact to the neighbors, <br /> � and suggested that the applicant present a landscaping plan to the Council to replace some of the trees that <br /> . have been removed. Kempf concurred that that commitment needs to be on paper and incorporated as <br /> � part of the entire plan that is approved. <br /> Broitzman stated the largest mature pine tree that he can purchase is approximately 15 to 20 feet tall. . <br /> . Broitzman inquired how many trees would be necessary. <br /> Rahn recorrnnended a professional landscape architect be consulted regarding that. <br /> Jurgens moved,Kempf seconded,to recommend approval of Application#OS-3136,Troy <br /> Broitzman, 1860 Shoreline Drive, granting of a lot width variance and average lakeshore setback <br /> variance contingent upon the recommendation that the grading be minimized as much as possible <br /> to preserve any trees that are existing on the site and further subject to the submittal of a landscape <br /> . plan depicting the mitigation of the sight line views for the neighbors prior to this application going <br /> before the Council for their review. VOTE: Ayes 6,Nays 0. <br /> Rahn noted the Planning Commission has to deal with the applicable zoning ordinances. : <br /> - Leslie stated the economic impact to the neighbors falls outside the consideration of the Planning <br /> � � Commission. <br /> 4. #05-3161 LOREN FRITZ,3845 NORTH SHORE DRIVE,SUBDIVISION,7:32 P.M.—7:42 <br /> P.M.. <br /> Loren Fritz,Applicant; Jarod Andrews,Loucks Associates;Mike St.Martin,Loucks Associates, were <br /> present. <br /> Gaffron stated the applicants are requesting preliminary plat approval in order to create five lots on one <br /> block to be lrnown as Sherri Lakeview Estates. The preliminary plat includes creation of three <br /> conventional one-half acre lots and two back lots, consisting of a minimum of.75 acres each,with both <br /> back lots served by 30 foot access outlots. The property abuts North Shore Drive to the north and <br /> Shadywood Road to the east. <br /> This item was tabled on November 2151 and the applicant was directed to submit revised plans <br /> incorporating the recommendations in the City Engineer's letter dated 11-9-05. The applicant was also <br /> directed to address landscaping and screening of the proposed retaining wall within Outlot B. The <br /> applicant has worked with Staff and the City Engineer to develop plans which address the previously <br /> noted issues. The City Engineer's comments dated January 17`�'were reviewed with the applicant on <br /> January 24`�', and the plans dated 2-2-06 are under review by the City Engineer. Gaffron stated it appears <br /> that all past issues have been suitably addressed. . <br /> Gaffron noted the Park Commission has not reviewed this plan but that Staff does not feel that they will <br /> be requesting anything other than the standard park fee. Land dedication, if required,would likely be a <br /> 10-foot easement along the Shadywood and North Shore Drive frontages. . <br /> PAGE 10 <br />
