CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. 6637 <br />WHEREAS, the City is in the process of reviewing a development proposal <br />for the property which would result in construction of 27 single family homes on 4.9 <br />currently developable acres for a net density for the site of 5.5 units per acre, which does not <br />achieve the 10-15 units per acre density for which the property is guided; and <br />WHEREAS, the City Council has reviewed the development proposal and <br />finds that it meets a number of goals for housing as established within the Housing element <br />of the CMP, including: <br />Provides opportunities for a mix of housing types, locations, and cost ranges <br />which will meet the needs and provide adequate housing for a broader range of <br />ages, family groups, lifestyle needs and levels of income to the greatest extent <br />practical. <br />- Provides housing types and residential densities consistent with environmental <br />and land use plans and with the availability of public services and facilities; and <br />WHEREAS, the developer has made a formai application to the City for an <br />amendment of the CMP density requirements for this site in order to develop at the <br />proposed density; and <br />WHEREAS, in light of the above noted facts the Orono - Planning <br />Commission pursuant to published and written notice held a public hearing on April 18, <br />2016 and on a vote of 4-1 recommended that the 2008-2030 Comprehensive Plan be <br />amended to reguide the property from High Density Residential (10-15 units per acre) to <br />Medium Density Residential (3-7 units per acre); and <br />WHEREAS, the impact on Metropolitan Growth forecasts by reguiding the <br />property for 3-7 units per acre and approving the proposed 27 -unit development at 5.5 units <br />per acre is relatively minimal, resulting in an overall decrease of approximately 22 <br />households from the 3900 households forecasted by Metropolitan Council for Orono by <br />2040, a decrease of 0.6%; and <br />WHEREAS, it is anticipated based on calculations by City that this property <br />can be added to the MUSA through a Metropolitan Council administratively -approved <br />amendment to the CMP. The amendment should be considered as exempt from the 60 -day <br />comment period by adjacent jurisdictions because it is less than 40 acres in area, it does not <br />change any Metropolitan Growth Forecasts, and is further from adjacent jurisdictions than <br />the City's standard notification distance. <br />Page 2 of 3 <br />
