CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. 6636 <br />A RESOLUTION APPROVING <br />AMENDMENT #4 OF THE <br />2008-2030 CITY OF ORONO <br />COMMUNITY MANAGEMENT PLAN <br />WHEREAS, the City of Orono is a municipal corporation located within <br />Hennepin County and within the planning jurisdiction of the Metropolitan Council; and <br />WHEREAS, in accordance with the Metropolitan Land Planning Act of 1976 and <br />its amendments, and with Minnesota Statutes Chapters 462 and 473, the City of Orono in <br />September 2010 adopted a comprehensive municipal plan known as the 2008-2030 City of <br />Orono Community Management Plan (also referred to as the 2008-2030 CMP) to provide for the <br />orderly development of the City; and <br />WHEREAS, an integral element of the 2008-2030 CMP is the Land Use Plan, in <br />which specific properties within the Metropolitan Urban Service Area (MUSA) and expected to <br />develop using municipal sewers, are guided for specific development densities in order to meet <br />housing goals established for the City by the Metropolitan Council; and <br />WHEREAS, the property at 425-595 Old Crystal Bay Road North (described in <br />the legal description attached as Exhibit A) within the City of Orono is approximately 17 acres <br />in gross area (12.6 acres of net buildable area) and is currently guided in the 2008-2030 CMP for <br />Medium -High Density Residential Use at a density of 7-10 units per acre; and <br />WHEREAS, the property has been within the Metropolitan Urban Service Area <br />(MUSA) since adoption of the 2000-2020 C'_VIP in November 2001 at which time it was guided <br />for a mix of low-density and medium -density housing at a density of 2-4 units per acre; and <br />WHEREAS, the 2008-2030 CMP guiding of the property for higher density was <br />a result of the City's intent to meet Metropolitan Council goals for housing diversity and <br />affordability while allowing the Shoreland areas of Orono already within the MUSA to be <br />developed at the low densities commensurate with preservation of the water duality of Lake <br />Minnetonka; and <br />WHEREAS, the City has approved a development proposal for the property <br />which will result in construction of 39 single family homes at a net density for the site of 3.1 <br />units per acre, which does not achieve the 7-10 units per acre density for which the property is <br />currently guided; and <br />Page 1 of 3 <br />
