� , �M�anicode Page 4 of 7 <br /> Permanent erosion and sediment control plan: Indicates areas to be <br /> seeded and sodded, sediment ponds, storm sewer systems and all other <br /> required permanent erosion and sediment control measures. Permanent <br /> stormwater pollution controis including, but not limited to ponds, <br /> vegetated buffers and structural measures shall be designed and <br /> constructed in accordance with other chapters of the City Code and <br /> requirements of other agencies having jurisdiction. <br /> 3� Narrative: Describes, at a minimum, the nature of construction activity, <br /> person(s) responsible for inspection and maintenance of site erosion <br /> and sediment control including contact information, project phasing, <br /> schedules, along with the timing, installation and maintenance of erosion <br /> and sediment control measures and specifications necessary to carry <br /> out the project. <br /> 9� NPDES permit documentation: If a national pollution discharge elimination <br /> system (NPDES) general stormwater permit from the Minnesota Pollution <br /> Control Agency (MPCA) is required the owner shall submit to the city a copy of <br /> the MPCA Certificate of Permit Coverage. <br /> (Ord. No. 55 3rc1 series. § 1, �-13-2009; Ord. No. 69 3rrl series, § 1, 4-12-2010) <br /> Sec. 79-8. Stormwater pollution prevention plan review process. <br /> (a) Process. For any subdivision, the stormwater pollution prevention plan shall be submitted <br /> with the preliminary plat application. For all other applications, the stormwater pollution <br /> prevention plan meeting the requirements of section 79-7 and minimum BMP requirements <br /> of section 79-9 must be reviewed by the city engineer or designated representative who may <br /> approve, approve with conditions, or deny the stormwater pollution prevention plan prior to <br /> any land disturbing activity on the site. <br /> �b) Duration. Approval of a stormwater pollution prevention plan submitted under the provisions <br /> of this article shall expire one single year after the date of approval unless construction has <br /> commenced in accordance with the plan. However, if prior to the expiration of the approval, <br /> the owner makes a written request to the city for an extension of time to commence <br /> construction setting forth the reason for the requested extension, the city engineer may grant <br /> one extension of not more than one single year. Receipt of any request for an extension <br /> shall be acknowledged by the city within 15 days. The city shall make a decision on the <br /> extension within 30 days of receipt. Any plan may be revised in the same manner as <br /> originally approved. <br /> ��) Conditions. A stormwater pollution prevention plan may be approved subject to compliance <br /> with conditions reasonable and necessary to ensure that the requirements contained in <br /> these regulations are met. Such conditions may, among other matters, limit the size, kind or <br /> character of the proposed development, require replacement of vegetation, establish <br /> required monitoring procedures, stage the work over time, or require alteration of the site <br /> design to ensure buffering, and require the conveyance to the city or other public entity of <br /> certain lands or interests therein. <br /> �d) Financial security.
