The August 26th email indicated that the City would resolve the issues using funds from the
erosion control escrow associated with building permit #2013-00906 for your new home.
The City performed a final inspection today; photos taken during this inspection are attached. It is our
opinion that sediment deposited in the riprap at the beginning of the downstream channel is largely due
to erosion from the property at 4055 Elm Street, and the restoration work should be the responsibility of
the property owner. Therefore, please follow the direction below to resolve the erosion control violations
within the next 72 hours, The City's Public Works staff will inspect the property on Monday, September
8tn for compliance. If not satisfactorily completed the Public Works crew will complete the work and draw
down funds to do so from your escrow.
1. Completely remove sediment from riprap at the beginning of the downstream
channel and restore riprap. The existing riprap and sediment should be removed down to the
geofabric. The sediment should then be separated from the riprap, and the riprap salvaged. The
salvaged riprap should then be reinstalled per the attached detail. Additional riprap may be
necessary to complete restoration per detail. If sediment is to be separated from riprap on-site,
measures must be taken to ensure sediment is not re-introduced to downstream channel.
Sediment should be disposed off-site.
2. Repair erosion at driveway entrance and re-stabilize slopes to prevent additional
migration of sediment. Additional biologs should be installed along the driveway edge as
necessary to completely cover the flow path of runoff. Upslopes should be re-seeded and
covered with erosion control blanket or mulch.
City Public Works staff is available to meet you on site to observe and offer guidance if you have
questions or require clarification on the direction given above. As you are aware the erosion control
escrow has continued to be held until vegetation is established and there are no areas of bare soil or
erosion risk from the property. Thank you for your cooperation. Please feel free to contact me or Scott
Oberaigner (Orono Public Works) at 952.249.4680 with any questions; my direct dial is 952.249.4627.
Sincerely,
elanie Curtis
Planner
Encl
Copies via email: Matt & Kristine Fritz (property owners), Brandon Wisner (MCWD), Kelly Hemp
(Cornerstone) &Joe Schrader (Solid Ground)
