REQUEST FOR COUNCIL ACTION <br /> DATE: June 11, 2012 <br /> ITEM NO: 8 <br /> Department Approval: Administrator Review�d: Agenda Section: <br /> Name Jesse Struve -'� Public Works Director/ <br /> Title Public Works Director -�' Ciry Engineer's Report <br /> Item Description: 4055 Elm Street request for Drtc Stabilization <br /> List of Exhibits <br /> A- Aerial Photo Showing Location and Potential Project Limits <br /> B- Photos of Current Condition of Ditch <br /> C- Letter from Matt Fritz <br /> Mr. Matt Fritz is the new owner of 4055 Elm Street and is planning to build a new home late in <br /> 2012 or in 2013. He is concerned about the current condition of the ditch and the safety of <br /> vehicles and the public traveling along Elm Street. Access to the property is from Elm Street and <br /> he will have to construct a driveway entrance over ditch. He has submitted a letter requesting the <br /> City address an erosion issue in the ditch located on the north side of his property (see attached <br /> for location). <br /> The ditch in question appears to be located within the City's right of way and appears to handle <br /> storm sewer from Elm Street and potentially Tonkawa Rd. The ditch is experiencing erosion <br /> which has created steep slopes and unstable embankinents (see attached photos). This system <br /> drains to a City owned property and eventually reaches Lake Minnetonka. There have been <br /> minor attempts to address the stabilization of the bank next to the road and erosion issues by <br /> placing riprap along the ditch (see attached photos). The rip rap may have helped to stabilize the <br /> bank by the road, but it did not address the erosion issues along the bottom of the ditch or the <br /> stabilization of the south bank. <br /> It would be my recommendation to evaluate how to stabilize this system, come up with <br /> feasibility cost estimates, and explore outside funding sources (grants from Minnehaha Creek <br /> Watershed District) to correct the issue. Staff can then bring this information back to the <br /> Council at a later date to determine if a project is warranted. <br /> Through my conversations with the applicant, he is aware this step is only to authorize staff to <br /> evaluate the system and potential costs associated with a project. He is also aware there is no <br /> guarantee any project will result from this evaluation. <br /> COUNCIL ACTION REQUESTED: <br /> Motion to authorize staff to evaluate potential corrective measures and funding sources to <br /> stabilize the ditch. <br />
