Prior to adoption of the assessment roll, the City Council <br /> directed that all vacant lots less than 2 acres in area be <br /> assessed the full unit amount rather than having said <br /> assessment reduced as was done for developed lots in the <br /> neighborhood, on the basis that the value of vacant <br /> substandards lots increases substantially more than that of <br /> developed lots as a result of the sewer project. <br /> 12. The property has been in single separate ownership of the <br /> current owner since 1959. <br /> 13. It is highly likely that the lot area and width variances to <br /> construct a residence on the property would have been <br /> granted prior to the adoption of new Shoreland Regulations <br /> in February 1992. <br /> 14. The assessment of a full unit principal amount of $18,880.00 <br /> • for the property would be an unfair burden to the property <br /> owner on the basis that as a lot in single separate <br /> ownership it likely would have been allowed to be developed <br /> with a single family residence as recently as six months <br /> prior to adoption of the assessment roll, and therefore the <br /> benefit to the property is no greater than the $11,400.00 <br /> benefit to other developed lots in the neighborhood. <br /> NOW, THER$FOR$, BS IT RESOLVED that the Stubbs Bay sanitary <br /> sewer assessment roll adopted per Resolution No. 3145 is hereby <br /> amended �to revise the principal assessment amount for the groperty <br /> from $18,880.00 to $11,400.00. <br /> Adopted by the City Council this 9th day of November, 1992. <br /> ATT ST: <br /> �' • � � <br /> �• <br /> o_ thy M llin, City Clerk Barbara A.
