MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, January 27, 2003 <br />• 7:00 o'clock p.m. <br />( #02- 2789/02 -2840 DAHLSTROM DEVELOPMENT LLC, Continued) <br />an additional level of comfort with granting the approvals requested. <br />Finally, Gaffron explained that the applicant has requested a temporary sales office trailer <br />be located on the commercial outlot at 12/Willow for approximately 1 year until model <br />units are available or it can be moved into the site north of Kelley Parkway. <br />Once again, Gaffron noted that, based on the fact that the majority of the pending issues <br />have been resolved or are expected to be resolved, and based on the inclusions of various <br />disclaimers, caveats, and waivers already discussed and appearing in the Resolution, staff <br />recommends adoption of the proposed "Resolution Granting Preliminary Plat Approval <br />and General Development Plan Approval for Planned Unit Development No. 4" subject to <br />any additional conditions Council feels are appropriate. <br />While there were four things that MCWD was comfortable with, Gaffron was unsure <br />whether they would support the wetland buffer impacts and variances. Since the wetlands <br />have been defined and accepted by MCWD, as indicated earlier, this has affected the <br />layout of the northerly parcels, thus, requiring minimal structural impacts where corners of <br />buildings abut the buffer zones and setbacks. He noted that staff is comfortable with <br />• granting these variances. <br />Mayor Peterson asked whether staff was comfortable with the reduction of on- street <br />parking spaces. <br />As each unit offers 2 -3 stalls of parking on -site, Gaffron did not feel the reduction would <br />have a large impact on parking overall. Adding that the developer had substantially met the <br />standard, Gaffron asked if Council would like to require additional parking. <br />Murphy felt the reduction was caused by the new wetland delineation and did not feel <br />additional parking was warranted. <br />Steve Johnston, of Landforms Engineering, pointed out that the need for variances was <br />necessary after the MCWD connected several small wetlands. By connecting these smaller <br />wetlands, MCWD made it virtually impossible to avoid the wetland area altogether, thus <br />requiring variances to allow one unit 10' away from the property line. He maintained that <br />the homes would still be 330' away from the nearest house thru a natural buffer. Johnston <br />also noted that the developer would prefer to keep the garages on the sides to improve the <br />street side approach aesthetically. <br />Murphy asked if the natural buffer was a buildable site. <br />• Gaffron pointed out that the land would not be built on since it was created specifically as <br />a buffer outlot for Willow View. <br />PAGE 9 of 28 <br />
