MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 17,2006 <br /> 6:00 o'clock p.m. <br /> (#OS-3159 FRED JOHNSON, CONTINUED) <br /> Staff recommends approval of the variances as requested, subject to meeting the recommendations of the <br /> City Engineer,and subject to reducing the footprint size of the proposed detached garage to no greater <br /> than 750 square feet. <br /> Bremer inquired whether the applicant is agreeable to reducing the structure to 750 square feet. <br /> Knutson stated he is. <br /> Bremer inquired what impact that would have on the hardcover. <br /> Knutson stated the shed has already been removed. <br /> Jurgens inquired whether the tunnel is being calculated as hardcover. <br /> Gaffron stated it is. <br /> Winkey moved,Bremer seconded,to recommend approval of Application 305-3159, <br /> 4017 North Shore Drive,granting of lot area and lot width variances to allow construction of a new <br /> residence to replace the existing residence on this lakeshore lot. VOTE: Ayes 5,Nays 0. <br /> 8. #06-3168 LYLE SCOTT,3472/3480 SHORELINE DRIVE & 3477 LYRIC AVENUE, <br /> SUBDIVISION: EASEMENT CREATION, 9:15 P.M. -9:26 P.M. <br /> Lyle Scott,Applicant, was present. <br /> Gaffron stated the applicant proposes to formally establish driveway easements over a vacant lot abutting <br /> Lyric Avenue to serve two properties that abut Shoreline Drive but currently have no suitable vehicular <br /> access to Shoreline Drive due to topography constraints. <br /> Gaffron stated the four small lots in question have been separate tax parcels but owned in common for <br /> many years. Three of the four lots contain single-family residences that have historically been rental <br /> dwelling units. The applicant is preparing to sell the properties and wishes the ability to sell them into <br /> separate ownerships. There is no known existing documentation or past City action that would prohibit <br /> these from being sold and owned separately. <br /> However,because the two dwellings abutting Shoreline Drive are approximately 12'-15' higher in <br /> elevation than Shoreline Drive, vehicle access to Shoreline is poor or nonexistent. While an old,very <br /> steep driveway exists along the west boundary of 3480, it is not very functional and the primary access to <br /> both 3472 and 3480 has long been from Lyric through the vacant lot. <br /> PAGE 23 <br />
